  5. What’s to be gained? • A data-oriented picture of our project • A mechanism for strategizing and implementing programmatic changes • A sense of our project in relation to others • A view of national performance of EOC/TS

Letter to TS/EOC Project Directors • New online form is available; need to register and set up password • Instructions available online • Form is pre-populated - #’s and %’s from Program Profile of your funded grant application. • Form will be program specific – EOC & TS • APR Reporting Period = “Budget Period”

Performance Report Submission Dates • The instructions for submitting the report and the links to the secured website maintained by the contractor will be available on November 3, 2008, at the following Web addresses: • http://www.ed.gov/programs/triotalent/report.html (for Talent Search) • http://www.ed.gov/programs/trioeoc/report.html (for EOC) • Deadline: November 30, 2008

Section II: Participant Demographics & Target Schools • Number of Participants Served: • Participation Status (New or Continuing) • Eligibility; Race/Ethnicity; Gender; Age • Veteran Status & Limited English Proficiency • Target Schools Listing & National Center for Education Statistics ID# found at: http://www.nces.ed.gov/ccd/schoolsearch/ • New schools should be added only if you have received prior written approval from your program specialist.

Who is a Participant? • Participant: • Eligible (per program regulations) • Served in program year 2007-2008 • Participation Status: - New Participant – served for the first time in the 2007-08 budget period - Continuing Participant – served in a previous budget period and served again in the 2007-08 budget period.

  12. TS & EOC APR Format Sections III and IV each exist in two versions One for TS and the other for EOC, so as to reflect the Programs' different standard objectives. Sections III and IV provide the details for the extent to which we have met our goals and objectives

  17. Section III: TS and EOC Educational Status at Time of First Service • Number of participants sorted first by age group and then educational level: • TS: • Middle/High School Aged Students • Participants Aged 19 and Older • EOC: • Participants Aged 19 and Older • High School Aged Students

Section III: TS and EOC EducationalStatus at Time of First Service Continued Sorted second by Educational Level: TS & EOC: Grade level “College Ready” or Equivalency to high school senior Other (high school dropouts or adults w/o HS equiv) Unknown *College Ready: a high school senior a high school graduate or GED recipient who never previously enrolled in a postsecondary program An individual enrolled in a program equivalent to a high school senior an adult who began college several years ago but dropped out and now wants to try again.

  19. Section III: Different for TS & EOC Educational Status at Time of First Service Biggest change is in identifying the # that are College Ready for enrollment purposes. TS: Four out of the program's five standard objectives apply only to "college-ready" participants. Educational levels at beginning of the budget period will determine the denominator or number of students that will be evaluated in measuring program outcomes (PE objectives).

Section IV: Different for TS & EOCEducational Status at End of Budget Period • Provides a measure of the outcomes or progress made on the standardized objectives. • Organized by standard TS/EOC objectives and the defined measures are pre-populated with grantees' approved percentages. • Data requested relates only to those groups for which we have a particular interest – Ex. TS students in grades 9-11th and their promotion to next grade level. • Educational levels at end of budget period will determine the numerator or number of students that will be evaluated in measuring program outcomes (PE Objectives).

  21. Submission of APR Log on to APR website: https://webprod.cbmiweb.com/tseoc/ user ID and password. If discrepancies exist, program specialist and Help Desk are notified; 24 hours needed to verify; access will then be provided Log in to APR website; reset password, gain access to Reporting feature

  23. APR Summary • Progress on Standard Objectives • APR no longer provides the option for projects to attach any sort of narrative. • Assess what programmatic changes need to be implemented? • Who recruited – educational levels • Services being provided • Assess impact to Prior Experience

  24. Prior Experience Points awarded based on DOE’s review of project’s performance on Mandatory Objectives Data pulled from submitted APRs for years 1 – 3 of grant cycle Five (5) points that can be earned each year for a total of fifteen (15) maximum points

  25. Prior Experience DOE Program Officer/Specialist awards PE points AFTER proposals are read & scored by readers Maximum Proposal Score: 100 proposal points awarded by readers + 15 PE points awarded by DOE 115 Total Proposal Score Critical to get all PE points in TS/EOC grant competition

Prior Experience Criteria (1) (3 points) (i) Whether the applicant provided services to the number of participants required to be served under the approved application; and TS: 600 participants minimum EOC: 1000 participants minimum (ii) Whether two-thirds of all participants served were low-income individuals and potential first-generation college students.

  27. Prior Experience Criteria (2) (6 points) The extent to which the applicant met or exceeded its objectives regarding the retention, reentry, and graduation levels of secondary school participants. EOC Only: Enrollment in a Continuing Education Program TS Only: Secondary School Promotion TS Only: Secondary School Graduation

Prior Experience Criteria (3) (6 points) The extent to which the applicant met or exceeded its objectives regarding the admission or reentry of participants to programs of postsecondary education. TS & EOC: Application for Student Financial Aid TS & EOC: Application for Postsecondary Education Admissions TS & EOC: Postsecondary Education Enrollment
