Governor’s Emergency Planning and Preparedness Initiative GOALS include: • Enhance existing planning by August 1 • Increase quality of communications among local/state/utilities • Hold a real-time exercise by September 1, involving state agencies, municipalities, and private sector, including utilities
Work Groups Groups meeting to work on the EPPI include: • Energy and Utilities • Exercise • State/Local Officials Training • Technology (WebEOC, GIS, Communications with Utilities) • Training (NIMS) • Resource Support/Commodities • Mass Care Groups include a wide variety of representatives from local, state, federal government, private sector
Planning Products The following will be ready in time for the Statewide Exercise: • All-hazards Energy and Utilities Annex to State Response Framework • Similar Annex for Local Emergency Operations Plans (LEOPs) • State Commodities Distribution Standard Operating Procedure, with easy- to- use form • Updated Mass Care Annex Template for LEOPs
Training Products Examples Include: • Municipal CEO Training Power Point and Handout • Overview for Executives and Senior Officials on Connecticut Emergency Management and Response Power Point
Additional State Agency Training July 13 at the State EOC, 8:30 to 3:30 pm Topics include: • Hurrevac Demonstration • Web EOC • Commodities Training • Liaison Power Point ATTENDEES: --State Agency Liaisons --DOC trainees --Infragard, Red Cross, United Way 2-1-1, Utilities
New Legislation--Senate Bill 23 • Requires all state departments, offices and agencies to participate in civil preparedness planning, training, and exercises when directed to do so by DESPP
State Agency Exercise Objectives Exercise and evaluate their capability to provide support to the State and the EOC within respective agency capabilities and as outlined in the State Response Framework. Ensure that agencies can provide services and support as outlined, including liaisons, task force leadership/membership, supplies, equipment, contractual assistance, etc.
Statewide Exercise—Agency Roles July 28 and July 29--Partial Activation Core agencies: DPH, DEEP, CSP, Fire Academy, Infragard, Utilities, National Guard Other agencies: Have agency liaison available by phone Day 1: Pre-landfall, 8:00 am to 12 noon Day 2: Post-landfall, 8:00 am to 2 pm
Statewide Exercise—Agency Roles July 30 and July 31--Full Activation All agencies with role in State Response Framework plan to participate Day 1—Pre-landfall 8:00 am to 12 noon Day 2—Post-landfall 8:00 am to 2 pm
