COST Action 355 : WATCH Changing behaviour towards a more sustainable transport demand Presented by JL Madre & C Rizet (INRETS)
Changing behaviour towards a more sustainable transport demand The objective is to: Analyse the conditions under which the process of growing unsustainable transport demand could be reversed, by changing travellers’, shippers’ and carriers’ behaviours Participation in the original proposal of: 10 countries, 19 Institutes Now: 18 countries, 31 Institutes interested
Introduction • Behavioural changes to reverse the process of unsustainable transport demand: - spatial organisation - use of environmentally friendly modes - use of less polluting vehicles - better use of vehicles • White Paper: “European transport policy for 2010: time to decide”
Objectives How to reverse the process of growing unsustainable transport demand, by changing travellers’, shippers’ and carriers’ behaviours? A long term vision of our problematic: - Comparative analysis of data collection about changing behaviour and temporal issues across Europe - Understanding of the short, medium and long term interactions - Developing elements for a formal theory of policy intervention
Limiting our ambitions Focus on three crucial topics : • Freight transport and energy consumption • Car ownership and car use • National personal transport surveys
Scientific ProgrammeObservation • Longitudinal data issues • RP, SP and SR methods • Shipper and transport operator survey • Methodological issues in statistics • Use of different data sources (from quantitative to qualitative) • Use of new technologies • Dissemination of results through the Web Examples : NPTS, Time use surveys , European Community Household Panel (Eurostat), German Mobility Panel (MOP), British Household Panel Survey (BHPS), ETIS-BASE, ...
Scientific ProgrammeAnalysis issues • Improved models of individual-level behavioural response • Socio-economic factors influencing the dynamic behaviours of mode choice (e.g. size and composition of the household) • Behavioural changes in transport and activity patterns due to location of activities (from urban sprawl to globalisation)
Organisation Three working groups of research: • Freight Transport and Energy Consumption • Car ownership and car use • National personal transport surveys Two levels of network membership are foreseen: • active participants • people interested in the outputs
Scientific and administrative organisation Freight transport and energy consumption: - E. Cornelis (FUNDP, BE) and Ch. Rizet (INRETS, FR) Car ownership and car use: - J. Dargay (UCL, UK) and A. Berri (INRETS, FR) National personal transport surveys: - Pr. K.W. Axhausen (ETHZ, CH) and J. Armoogum (INRETS, FR)
Working Group 2:Car ownership and car use • Changes in car ownership - household level • Sensitivity to fuel price • Car dependence • Travel to work • Land use, car ownership and travel behaviour • Car ownership and use inequities • Synthesis
Working group 2 Automobile • 1st Meeting : July 1st at INRETS Arcueil • Back to back with Franco japanese Sakura Meeting July 2nd
Working Group 3:National personal transport surveys • Innovative methodologies • How to apprehend temporalities? * How to observe continuously? * Trips surveys versus activities and time use surveys * Activity based model • Synthesis
Working Group 1:Freight Transport and Energy Consumption • Tracking energy consumption along supply chains • From raw materials to the consumers • Comparison of different chains for one product : • Different Types of retailers • Different Origins of supply • Different Logistical organization
Description of the WG1 Freight transport and energy consumption • Build on 2 ongoing researches on energy consumption along the supply chains • INRETS, with CERTH & UoW • CRR with FUNDP • First meeting 23 june at INRETS (Specification of the method)
Description of the WG1 Freight transport and energy consumption Analysis of energy consumption • Per supply chain (from raw materials to the consumer) • Per type of ‘steps’ (transport modes, plate-forme, type of shops, last km) How to improve the sustainability of the supply chain ?
Working Group 4:Integrative synthesis and dissemination • Synthesis • Dissemination: • Internet Web site : http://cost355.inrets.fr/ • Joint papers for conferences (ISCTCS, AET, IATBR, WCTR, TRB, ...) • Publications • Book : « Changing behaviour for a sustainable transport demand »
Internal website and mailing list • Distribution of information and presentation of temporary results among the participating institutions and experts • Website access : http://cost355.inrets.fr/ User : cost355 Password : nepith • Website used jointly with a (future) mailing list
Internal website structure Main sections : * Objectives * Participants * Common documents Per WG sections : * Contributions * Related documents * Links Transversal sections : * Agenda * What’s New
Book : « Changing behaviour for a sustainable transport demand »(with examples from freight and passenger transports) • Observation of changes: temporal issues, panel data,... • Economic dynamics (prices, economic growth,...) • Energy issues: ASIF, diesel vs petrol,... • Demographic dynamics (simulations for age of retirement,...) • Spatial dynamics: dispersion of activities • Social dynamics (inequities, distribution effects,...) • Institutional dynamics:induced by liberalisation and regulations,... • Conclusion: Elements for a formal theory of policy intervention
