Federal Executive Boards • Established in 1961 by President Kennedy • “Although each Executive agency and its field organizations have a special mission, there are many matters on which the works of the departments converge….There are opportunities to pool experience and resources…for a more closely coordinated approach in many activities….”

  3. FEB Functions • Provide a forum for the exchange of information between Washington and the field and among field elements in the metropolitan area about programs and management methods and problems; • Develop local coordinated approaches to the development and operation of programs that have common characteristics; • Communicate management initiatives and other concerns from Washington to the field to achieve better mutual understanding and support • 5 CFR Part 960.107

Changes from 2008 – 2012 Plan • Vision, Mission, Guiding Principles changed • Added internally focused goal on FEB Network Program Support • Added Tribal to list of intergovernmental organizations • Stressed the intergovernmental nature of work beyond the CFC and committees • Updated language to reflect change from USP3 to more generic “communication system”

  5. FEB Core Information • Vision: To be the catalyst for better government • Mission: Increase the effectiveness of Federal government by strengthening coordination of government activities. • Guiding Principles: • Integrity • Service • Excellence

FEB Strategic Goals • Promote and deliver programs and services related to emergency preparedness, security, and employee safety; • Promote and deliver programs and services related to workforce development and support; • Promote ad deliver programs and services related to intergovernmental, interagency collaboration and community outreach; • Support the Federal Executive Board network by building the capacity of all Federal Executive Boards and improving commonalities within the network’s administrative functions.

  7. Emergency Preparedness, Security and Employee Safety • Sponsor and Emergency Preparedness Working Group • Operate an All Hazards Emergency Notification and Advisory Plan that includes: • A protocol for emergency actions • A 24/7 database of contacts for agencies and update at least once annually • A 24/7 communications system tested at least once annually

Emergency Preparedness, Security and Employee Safety, Cont’d • Facilitate an interagency emergency planning event and/or one educational/training program annually • Disseminate information to/from Headquarters establishments within a timely manner • Provide advice and technical assistance to members as requested • Liaise with Federal, Tribal, State, and local government officials on emergency preparedness issues.

Workforce Development and Support • Sponsor 2 workforce development best practice forums annually • Sponsor 2 education/training programs based on local needs annually • Monitor Alternate Dispute Resolution (ADR)/ Shared Neutral program and complete an assessment to determine relative value of ADR service to member agencies annually • Respond to member agencies’ needs for recruitment and retention assistance

Intergovernmental and Interagency Collaboration and Community Outreach • Maintain productive relationships with • Federal agencies • City, County, State, and Tribal government agencies • Public/private organizations • Local congressional offices • Support intergovernmental, interagency collaboration and community outreach

  11. FEB Network Program Support • Submit a local Annual Report and Operating Plan to OPM • Work to implement processes recommended by the Performance Improvement Group • Generate recommendations and best practices for consideration of the Performance Improvement Group
