Short summary of the evaluation study of NMOOP A.OILSEEDS • CAGR of Production increased by 2.1%, Yield by 2.53% although Area declined by -0.4% over 11th Plan period • During NMOOP period (2014-15 to 2016-17) CAGR of production increased by 5.3%. • Production increased in Assam, WB, Maha, Raj, MP and UP, but declined in AP, TN, Kar and Odisha • Area increased in UP, Maha and WB, but declined in AP, Odisha, TN, Kar and Gujarat • Fund allocation increased by 14.8%, but utilization decreased by 50.6% during 2014-15 to 2016-17. • Fund release from Centre to States takes 75 days and 120 days from States to Districts. B. OIL PALM • Area expansion under oil palm have taken place, but productivity improvement was not substantial. • In Andhra Pradesh area expansion reached near to potential area. • Low productivity in Karnataka, TN & Odisha is due to poor irrigation facilities and in Mizoram due to steep slop planting. Thrust area under NFSM-Oilseeds Targeting Rice Fallow Area (TRFA): • To cover additional 4.5 million ha under pulses and oilseeds in rice fallow areas of six eastern states by 2020. • During 2017-18 , 1.5 million ha has been targeted . So far an area of 7.00 lakh has been reported by states except WB with an allocation of 107.09 crores. Targeting Wheat Blast areas of West Bengal: • To cover 1.90 lakh ha wheat area by oilseed crops in 5 districts of WB with an allocation of Rs.13.42 crore.
Thrust area under NFSM-Oilseeds Area expansion under oil palm cultivation : • Potential area : 19.33 lakh ha. • Area covered so far: 3.15 lakh ha • Palm oil production 2.21 lakh MT • By 2022 an additional area of 1.00 lakh ha has been targeted. • Support has been enhanced for planting material from Rs. 8000/- to 12000/ ha, maintenance cost from Rs. 16000/- to Rs. 20000/ha, intercropping from Rs. 12000/- to Rs. 20000/ha and Bore-well from Rs. 25000/- to Rs. 50000/unit. • Recently, the area limit of 25 ha has been relaxed so as to attract large farmers. • The price fixation of FFBs is under standardization by CACP considering its cost of production in India instead of international price of CPO.
