Where we are/where are we going • Brief by Facilitator on expectation of WSO and WS1 • The roadmap: This week • Using the VIPP to foster participation • TDA: the enablers to attain the NDP and vision 2040 (horizontal causality, timing and sequencing) • Change statements using the SDQ matrix . Principles of Human rights, Gender Balance and Environmental sustainability. • Consequently using the 3D logframe and outcome mapping to determine the outcomes and the responsible persons in tomorrows (Thursday) exercise • Next week • Next week to provide a debrief (2 people) based on what was achieved for new participants • First rapporteurs need to update their report for this purpose. • Develop the outputs for the UNDAF by the end of the week.
Discussion • How are the tools we are using fitting in with the NDP II process that is ongoing? • The themes identified during the VIPP process become the themes for the strategic intent. • These are aligned to the Vision 2040 and go beyond a single NDP • UNDAF exercise ensure logical flow between the NDPs to Vision 2040 via these themes. • Even the NDP II should now be linked to these results so that clear milestones are defined which will set Uganda into stepwise transformative agenda. • Fundamentals and the opportunities already spelled out in the Vision 2040. Exercise • makes them clearer in a SMART result (change language), • arrange them in the logical flow/sequence • and make the NDP II and subsequent NDPS easy to evaluate. • This will be the contribution of the UN and UNDAF to the NDP making it more relevant towards achieving vision (bottlenecks) • Each NDP addresses and will be evaluated against these results. The issue of timing is Key. • NOTE: WSO 2-fold purpose :- Planning and Capacity building. Delays may come where we need to finalize one stage of the planning process before we finish another. • Critical mass oriented on these tools to feed into design of NDPII after cabinet approval, MTR.
Process of development of SIs • VIPP. Each participant provided 3 suggestions on challenges to achieving the vision. • Team of 5 arranged them in order of causality: 5 clusters each under a common theme. • 2 identified early on: “Governance” and “Quality Human Capital” • These are consistent with international experience. • 3 themes (Financing and investment, Environmental and climate change and infrastructure) merged under “Sustainable and inclusive Economic development”.
Developing the Change statement • Based on the 3Subjects of Change, the group divided into 3 WGs based on their experience and comparative advantage and knowledge of the vision 2040 and NDPII. • Groups given TORs which were: • Using the Vision 2040 and other relevant documents to develop the dimensions and qualifiers for each theme in an SDQ matrix. • Focus on achievements or what we want to see in 2040. • Be consistent with the principles of Human Rights, Gender equality and Environmental sustainability. • Went into the groups and facilitated to develop the SDQ matrices and change statements which we did. • Presented during plenary to be dicussed.
