  1. Nodal Implementation Advisory Board (NIAB)

What is the Nodal Implementation Advisory Board (NIAB)? • TAC’s follow-on to the Transition Planning Task Force. • NIAB will execute the duties and responsibilities described in the ERCOT Nodal Transition Plan and in the TPTF Final Report to TAC to the extent assigned by TAC. • NIAB’s mission is: • to provide an immediate and timely response to ERCOT Nodal Project Team requests; and, • to provide timely notice of its actions and ERCOT’s response to the Market Participant community at large. • NIAB shall involve the TAC subcommittees in its activities to the maximum extent practicable and represents a significant interim stage in progressing the TAC Market Participant subcommittee’s from zonal to nodal market activities.

What’s the difference between the TPTF recommendation and the NIAB recommendation? • First, there is only one committee, the NIAB which is responsible for all of the activities assigned to each of the two TPTF proposed task forces (The Nodal Technical Resource Assistance Resource Task Force and The Market Readiness and Testing Task Force). • Second, the structure of the NIAB is reduced in size (1 voting member per Market Segment) from that of the TPTF recommendation to facilitate expeditious decision making to support the pressures of the ERCOT Nodal Schedule.

NIAB Member Composition • What is the proposed composition of the NIAB? • NIAB membership for purpose of voting shall include one representative from each of the ERCOT Market Segments; however, multiple Market Segments may be represented by one NIAB member. • This structure is recommended to enhance meeting flexibility and facilitate timely response from Market Participants to support the ERCOT project implementation schedule. • NIAB meetings shall be open to attendance by all market participants and the NIAB shall provide as much meeting notice as is reasonable given the circumstances.

  5. Transparency • The NIAB is obligated to make timely postings to the TAC list server which describes the ERCOT request, its actions and the ERCOT response. • Following such postings, NIAB members are expected to provide follow-up communications within their respective market segments.

  6. Other functions Performed by the NIAB • The NIAB shall be responsible for those TPTF tasks and assignments that are reported as on-going in the TPTF Final Report to TAC. In this role, NIAB is the responsible TAC interface with the ERCOT Nodal Project Team for the resolution of TPTF Final Report issues. • NIAB shall also provide response to TAC on issues or questions that originate from TAC. Examples of issues that may be forwarded to the NIAB for its analysis include the following: • matters related to NPRRs that are under consideration at TAC for its approval, • NPRRs that are under consideration by the TAC subcommittees, including COPS, WMS, RMS, and ROS, • nodal protocol interpretations, • Market Participant Readiness including metrics and metric criteria, • Other issues as deemed appropriate by TAC.

  7. Other functions Performed by the NIAB • NIAB may request assistance from the Market Segment members as necessary to respond to TAC in either of the above areas. • As the ERCOT Nodal Project approaches the period of preparation for Market Participant Trial activities, NIAB shall evaluate the composition of its membership and recommend any changes to TAC for its approval. • NIAB shall endeavor to assist TAC in transitioning the TAC Market subcommittees to the nodal environment. To the extent feasible, NIAB shall involve the TAC Market subcommittees in the NIAB activities that are described herein.
