1. SAFER MANAGEMENT Indonesia Road Safety Plan for 2008-2012 The Indonesia Road Safety Plan contains 8 Strategies addressing 47 Action Plans. These 8 strategies are: • Strengthening coordination and management for road safety • Educating people to be aware and respect for road safety • Planning and evaluating road safety management performance • Enhancing discipline and safety on traffic manner • Formulating equitable risk guarantee system and funding resources for road safety • Minimizing risk threat from safety deficiency on traffic and road environment through a modern engineering approach • Developing protection for vulnerable road users and encouraging safer mode of transport usage • Developing a more accessible and responsive emergency response system
Road Safety Goals and Target The road safety goals and target: “decreasing of the death toll caused by accident per 100.000 citizens by 20% from 14,1 (2009) to 11,3 (2020), “ “reducing of the serious injured per 100.000 citizens by 15% from 207 (estimated 2009) to 187 (2020).Reduce by one third the pedestrian death rate in road crashes (or reduce it to less than 1 per 10.000 motor vehicles)”
Road Safety Authority • Based on Road Traffic and Transport Act number 22 /2009 • The related institutions in charge on Road Safety are: • Ministry of Transportation, • Ministry of Public Works, • Ministry of Industry, • Ministry of Research • The National Traffic Police. • To Coordinate the Road Safety Planning and Policies: • “The Road Traffic and Transport Forum“ will be Established
The Road Traffic and Transport Forum • Function: To coordinate the Planning Policies on Road Safety • Setting goals and target on road safety • Monitoring and evaluation • Structure of organization : • Chaired by : President ( on National level) • Secretariat: Professional • Member : MOT, MPW, MOH, MOI, Police, MoE, MoF, Expert, NGO, etc.
SAFER MANAGEMENT Resources allocated to road safety issues Based on UU No. 22 Years 2009 about Road Traffic and Transport that is: Phrase 238 The government provides a budgeting allocation for road accidents’ prevention and treatment. Government allocation (APBN), it is allocated about 150 Millions US$ in order to support Road Safety Program.
SAFER VEHICLES AND DRIVER Motorcycle daytime head lights Based on UU No.22 Years 2009 about Road Traffic and Transport that is : Phrase 107, article (1) and (2) Motorcycle’s rider beside obey the whole regulation as mentioned at article (1) should turn on the head lights on daytime.
Training program for public drivers ( Intercity and inter provinces bus drivers, airport taxi drivers and Dangerous and Poisonous Material drivers. TANGGUNG JAWAB
PROVIDING EFFECTIVE EDUCATION ON ROAD SAFETY AWARENESS TO THE PUBLIC, YOUNG PEOPLE AND DRIVERS • Carry out targeted awareness campaigns and training programs • Actions: • - Road safety education program for Senior High School students through “ The Election Pioneer Students to Road Safety Awareness” • - Training program for public drivers ( Intercity and inter provinces bus drivers, airport taxi drivers and Dangerous and Poisonous Material drivers.
SAFER ROAD USER / CAMPAIGNS New Safe Crossing Program Road Safe Crossing: “This program educates Students, Teachers, Parents, Politicians, Leaders, SurroundingCommunity and also Press.” Starting from 2006, MoT has introduced ZoSS or School Safety Zone to society especially to safe Children on the road. This program has implemented in 32 elementary schools of 17 Cities. 3.
Make the wearing of helmets the norm and ensure minimum helmet quality, in order to reduce the motorcyclist death rate Action; Helmet standard based on National Standard Indonesia (SNI) will be applied, and strengthening the use of helmet for children. Remembrance Day In line with UN resolution 60/5, Remembrance Day for Road Traffic Victims conducted every third of week of November each year.
SAFER ROAD (Building the Forgiving road • As Mandated by Road Traffic and Transport Act: • Road Safety Audit (RSA) Should be carried out • Conducted by “Independent Body“ • Road Safety Inspection (RSI) conducted periodically • Road Safety Impact Assessment (RSIA) will be proposed.
