Agricultural Sector Negative Changes – effective April 1, 2012 • Agricultural Turbine Pump Applications • Savings and reimbursement rates may change • Transformer De-energization (TRX) • TRX will have a one-year measure life • Reimbursement will be the lesser of $0.025 per kWh or 70 percent of the incremental project cost

Industrial Sector Negative Changes – effective April 1, 2012 • Energy Project Manager • Excess savings may not be carried over to subsequent funding years

Utility Sector Measure Clarifications: • Custom Project Options • The application of the following has been clarified in regard to custom project regulations • Utilization of equipment in stock is acceptable if installed after acceptance of custom project • Costs incurred during scoping study can be reimbursed even if they are accrued prior to the acceptance of the custom project
Utility Sector Negative Changes – effective April 1, 2012 • The reimbursement rate for utility distribution custom projects with a 20+ year measure life will change to $0.25/kWh

Commercial Sector Measure Clarifications (cont.): • Energy Smart Grocer • This program has been revised to reflect the new budget structure • This program will not be available until BPA finalizes its contract with PECI
Commercial Sector Changes – effective April 1,2012 • Commercial Ductless Heat Pumps • This measure may be changed as part of an effort to expand applications • Network Computer Power Management • This measure may be changed which may result in a decrease to savings • Smart Power Strips • Expiration of this measure has been extended to April 1, 2012 • Measure update is possible pending RTF review
Commercial Sector Negative Changes – effective April 1, 2012 • Deemed Refrigeration Retrofit • There will be no reimbursement for night covers • Pre-rinse Spray Wash Valves • Flow rate specification will be reduced to 0.65 gallons per minute or lower, savings will be reduced to 488 kWh • Energy Smart Design – Office and Tradeoffs • Packages A and B no longer available for buildings with heat pump systems, • Packages A and C will no longer available in the City of Seattle • October 1, 2013, this measure will be removed

Residential Sector Chapter Organization: • The residential measures have been condensed to eliminate redundancy of requirements • The substance of these measures has not changed, but requirements may have been clarified or relocated
Residential Sector Measure clarification: Pipe Insulation • Requirements and Specifications • Pipes must be wrapped with minimum of R-3 closed cell foam insulation at least 3 feet from the water heater • Exposed plumbing runs of 15 feet or greater may claim the 15 foot measure • Reimbursement
Residential Sector Specification updated: Montana House • Requirements and Specifications • New, electrically-heated homes meeting the Montana House specification • Additional Documentation Requirements • Builder information • House and home inspection details • Reimbursement
Residential Sector Negative Changes – effective April 1, 2012 • EISA Impacts to Standard CFLs • Savings for standard CFLs will decrease from 24 kWh to 17 kWh • BPA reimbursement will not decrease • Electric storage water heaters • Heaters will be re-categorized by gallon size • Savings for 105 and 119 gallon water heaters decreases 43% • Reimbursement will be $25.00 for all measures, regardless of size
Residential Sector Negative Changes – effective April 1, 2012 (cont.) • PTCS Ground Source Heat Pump • Upgrade of air-source heat pump to a ground source heat pump base case become ineligible for reimbursement • The conversion of an electric forced air furnace to a ground source heat pump will be eligible • New ENERGY STAR Site-Built Homes (Oregon) • Oregon ENERGY STAR Homes half or full basement and crawlspace measures will be retired and replaced with updated ENERGY STAR home measures • Reminder: Please review the April 2011 IM for negative changes taking effect October 1, 2011.

Multi Sector Negative Changes – effective April 1, 2012 • Commercial and Industrial Lighting • Deemed projects must use Lighting Calculator Spreadsheet versions 2.2 or 2.3 (Version 2.3 includes a cap on reimbursements at $0.50/kWh) • Changes (possibly negative) will be implemented regarding • Lighting custom project eligibility criteria • Minimum project size • Measurement and verification requirements • Reimbursement
Multi Sector Multi Sector, Clarifications: • Measure Distribution Processes • A new section has been added for Measure Distribution Processes • Measures using these processes will reference this section for requirements • Commercial and Industrial Lighting • The name has been changed to Non-Residential Lighting • Qualifying custom projects have been clarified • The custom project reimbursement rate is now $0.18/kWh capped at 70% of the project incremental cost
