  2. Dimensions of the GMES proposal - a strategic project securing independent and timely access to global environmental information positioning Europe in global monitoring exploiting/developing technical know how - the environment and security aspect an ambiguous relationship risks and hazards

  3. -serving scientific needs: understanding global change (monitoring trends, events, bridging research/applications) - supporting conventions: a global verification mandate? (re: compliance)

GMES is about developing a system of environmental “intelligence” attuned to trends and significant events in the resources and the environment of the earth, to the service of public policies and global “stewardship”. More specifically, GMES is a collective attempt, based in Europe, to improve the use of earth observing techniques for such purpose.

  6. What is needed: * a political consensus on the need for global information * an agreement on functions to be served * a consensus on a working model * a road map identifying steps, contribution, outcomes, * advanced demonstrations * active dialogue with stakeholders * a dedication to common objectives (buying-in)

  7. The functions of GMES 1. Continuous surveillance of key environmental and resources parameters, globally the work horse 2. Establishing the capacity to detect, interpret and assess exceptional events presenting potential risks a watch function 3. Building a capacity to deploy, globally, means of verifying detailed situations. serving conventions

  8. Pending issues - global, regional, local focus ? - European independence: selective, total, differentiated? - interest of environment agencies, ministeries, etc - identifying institutional roles (ex: EU presidencies, EC, ESF, etc)

  9. Pending issues (cont’d) - agreeing on a working model - resources - the uneasy marriage between environment and security - a champion?

  10. - knowledge generated by GMES can reinforce EU leadership in international arena provide information for investments in the global market support equity in access to information help in early identification of issues, crises.
