Services Delivery by its nature is user focused and forces you to consider all aspects that impact on your ability to deliver value to your users or user communities, government, private or public By working together the strengths and capabilities of each stakeholder can be leveraged for the benefit of all. Everyone does not have to do everything. Technical Commissions and Programmes can, should and are contributing to strengthening Members’ service delivery capabilities. Regional or sub-regional approach is an excellent model for engagement, implementation and collectively strengthening Members’ capabilities.

Marine Pollution Emergency Response Support System for the high seas (MPERSS) http://www.maes-mperss.org/index.html MPERSS's primary objective is to have in place a coordinated, global system for the provision of meteorological and oceanographic information for marine pollution emergency response operations outside waters under national jurisdiction. The areas covered have the same geographical distribution than those for the GMDSS, and Area Meteorological Coordinators have been identified for all of them. A Supporting Service is a National Meteorological or Oceanographic Service which has accepted responsibility to provide on request, either directly or to the AMOC, meteorological (basic or enhanced) support for parts of, or an entire, designated MPI area. Depending on the location of the incident, Supporting Services may be requested by the emergency authority to provide the meteorological and/or oceanographic support directly to that authority. In such cases, the AMOC should be so advised by the Supporting Service. A Supporting Service should advise the AMOC of the facilities it has available to fulfill its role. The issued information may have been prepared solely by the AMOC, or by another Supporting Service(s), or a combination of both, on the basis of an agreement between the Services concerned.

Follow on Actions: Develop an architectural vision, centralized, distributed or hybrid based on component Concept Document – describe end state, relationship to wider regional/global view Roadmap and Action Plan(s) – specifics to be done, by whom, supported by who Implement !!!
