Two success rate measures using planned end date overall success rate timely success rate 6 week period of grace Accounting for learners who transfer within a provider between providers QSR summary - WBL
Calculation method for a particular year QSR = Number achieving learning aim Number in cohort Note: Cohort determined by end date QSR %
Two success measures • Overall success rate • Cohort = learners are counted at the later of the expected end date and actual end date • All achievements captured • Timely success rate • Cohort = those learners planned to complete in the year • Achievements = those attained at planned end date (or recorded up to one month after planned end date)
Overall success rate Cohort: C, D, E, H, I, J, K Achieved: C, D, I, K Success rate: 4/7 = 57% Timely success rate Cohort: A, B, C, D, E, F, G, H, K, L Achieved: C, D, K Success rate: 3/10 = 30% Two success measures Calculation method for 2004/05
Impact Considering: No change for transfers within a provider Transfers between providers classed as withdrawals Scale of transfers to be monitored: are all transfers for valid, educational reasons? Transfers
LSC Learner Achievement Tracker (LAT) 3-year development plans Inspectorates informing pre-inspection and inspection judgments DfES: VA for 16 – 19 Learners included in the SCAAT pilot VA and DT for 16-19 learners • Reflection and improvement • Accountability
Measures the progression in qualifications of 16-19 learners from their prior attainment Cover the majority of larger, approved qualifications taken by 16-19 learners, including vocational and un- graded qualifications Apply across the whole sector Minimise extra bureaucracy or data collection VADT Overview(1)
Learner AchievementTracker (LAT) • Produces reports for use by teachers, managers, inspectors and LSC • Accessible via the Provider Gateway • Uses most robust statistical methods available • Builds on proprietary systems currently available • Software and data free of charge to all LSC-funded providers and Local Authorities
Issues for further exploration • Fails : currently not included in VA as they can skew results • Use of success rate for DT • Context variables • Softer indicators and customising the LAT
The pilot and launch During June 2005 – summer 2007: • The inspectorate will pilot the use of the measures during • the planning of inspections and inspections • The DfES will pilot the inclusion of the VA for 16 – 19 learners measure in the post 16 SCAAT pilot During June 2005 – summer 2006: • The LSC will pilot the use of the LAT and the use of the measures in discussions about three year development plans
Raising Quality Vision: A learner-focused system of recognising both anticipated and unanticipated learning outcomes in non-accredited learning. Processes for RARPA will be appropriate, fit for purpose and meet each learner’s needs. Providers will use the Approach as a tool for quality improvement and to increase recognition of learner achievement.’ What is RARPAabout?
The Staged Process Quality Assurance processes for non-accredited learning The Approach
Learners with learning difficulties and/or disabilities Entry level learning Adult DT measure (Rex) Extension
E2E cannot be included within Qualification Success Rates or Distance Travelled for 16-19 year olds. RARPA approach mirrors the stages of initial and ongoing assessment within the E2E passport. RARPA will be applied to E2E provision from September 2005. Additional guidance will be developed which: maps the staged process to the E2E passport Outlines good practice of embedding RARPA within E2E programmes. E2E and RARPA
