Why Implement a Skills Passport? • To encourage: • Nationally consistent practices • A drive to common training standards not covered by Training Packages • Individual ownership of refresher training currency • To develop a system that: • Assists mutual aid requests • Provides portable evidence of the currency of refresher training and network authorisations • Supports in-field auditing of work parties
Project Scope • Since 2008 the ESI at a national level has been undertaking the development of the Australian ESI Skills Passport • The project has involved the development of : • A new national Passport • Passport content • A national database • Information Portal www.esipassport.com.au • Rules for the administration of the Passport • Promotional and education material
Australian ESI Skills Passport The Passport acts as an industry consistent portable record of your training, authorisations and inductions Passports will be issued to people who: Hold a written authority issued by a Network Operator to access a Network Are required by a Network Operator to undertake tasks requiring training specified in the Australian ESI Skills Passport and/or by the Network Operator
Australian ESI Skills Passport The Passport is issued with a unique number and only one Passport shall be issued to any one person at one time The Passport does not guarantee access to a Network. Network access is always at the discretion of the Network Operator No passport = No access
Australian ESI Skills Passport Lost Passports are to be reported to the issuing Network Operator and can be replaced by the current host Network Operator Passports are designed to hold at least 7 years of data Application form for a new or replacement passport can be found on the ESI Passport website www.esipassport.com.au
Passport Data base The passport information including the unique number is kept in the national passport database The data base can be accessed by the ESI passport Website www.esipassport.com.au An Employer may request access to view their employee records An Employee can view their records by accessing the database
Refresher Training Competency Standard Units (CSU’s) National CSU’s have been developed The National CSU’s will form the minimum refresher training competencies for ESI Field Workers based on an individuals role National CSU’s are mutually recognised by all ESI Network Operators Inductions and/or additional training may be required by a Network Operator dependant on the work being undertaken
Refresher Training Competency Standard Units (CSU’s) The CSU’s should be delivered with your next scheduled refresher training It is a VESI requirement that the initial delivery of the CSU’s shall be completed by the end of 2011 Initial delivery of the National CSU’s shall be by a Registered Training Organisation who has the CSU’s on their Scope of Registration Employers to ensure that training providers train to the new CSU requirements
Training Providers Registered Training organisations (RTO’s) are required to apply to expand their Scope of Registration to include the new applicable CSU's CSU’s to be on scope prior to the delivery of training Review your training program and materials so they align to the new CSU's It is a VESI requirement that the initial delivery of the CSU’s shall be completed by the end of 2011
Training Providers Ensure when delivering the CSU’s that the VESI and/or Network Operator requirements are included for Initial and Refresher training Statements of attainment to be issued for the delivery of initial CSU’s The CSU’s are written to provide a standard for both initial and refresher training Current training providers can deliver the refresher training as long as they meet the requirements of the CSU’s and the VESI modules where applicable
Training Providers Ensure your trainers have an allocated Company Stamp The size of the stamp shall not exceed 20mm high by 25mm wide
Passport Entries All training frequencies in this Passport should meet the relevant Network Operator’s requirements Current VESI training frequencies are listed in the VESI Training Matrix at www.vesi.com.au All passport entries shall meet the National CSU’s or VESI course descriptors Where there is no course description, it should be handwritten in the available space
Passport Entries All entries shall be validated by date of training/induction, stamp and signature The dates entered for refresher training and authorisations shall be the date upon which the competency was achieved
Passport Entries - CSU’s Initial training for the CSU is completed and stamped by the RTO in the National CSU’s Passport section First Aid in an ESI Environment and CPR to be signed and stamped together Underlining indicates the CSU name in the passport
Passport Entries - ESI Training Subsequent training of the CSU’s are completed and stamped in the ESI Training section First Aid in an ESI Environment and CPR to be signed and Stamped together Underlining indicates the CSU name in the passport
ESI Training Where the relevant training is specified in ESI Training e.g. Servicing the details are to be completed as specified in the passport example Live Low Voltage work Where the training is not specified in the passport, hand write the course description into the Blank spaces or OTHER TRAINING e.g. Live Low Voltage Work
HS&E training Where the relevant training (See Table) is specified, e.g. Traffic Management the details are to be completed as specified in the passport example Manual Handling Where the training is not specified in the passport, hand write the course description into the Blank spaces
Authority Training Where the relevant Authority training (See Table) is specified, e.g. Enter Enclosures the details are to be completed as specified in the passport example Make Application for Where the training is not specified in the passport, hand write the course description into the Blank spaces
Network Authorities Where the relevant Authority (See Table) is specified, e.g. HV Switching the Class details are to be completed as per example Network Authorities are dependant upon the equivalent training being recorded in the Network training section Make Application For Where the Authority is not specified in the passport, hand write the Network Authority description into the Blank space
Inductions The Induction Type shall be identified in the Description Field e.g. Network / Safety / Site
Employees Sign the inside cover of the passport Write telephone contact number Insert cover into Plastic Wallet Existing VESI Network Passports can be carried to identify previous training or Training reports can be carried in the Australian ESI skills Passport to identify previous training
Employees You are responsible for: Ensuring that you have your passport at all training sessions to be signed and stamped Ensuring that the information in your Passport is correct and maintained Having it with you whenever you require access to a Network Presenting it on request (i.e. audit)
