Replacement M&O Overview (Maintenance & Operation) • Seek support for the 2014 Newport School District Replacement Levy. • Explain basic information about school M&O levies. • Emphasize the important concepts behind levy equalization. • Describe the projected Newport School District M&O levy.
The current levy will expire in 2014 • We will run the replacement levy in 2014 and will begin collecting in 2015. • The maximum amount allowed for a levy election is 28% of a district’s previous year’s revenue. • Our levy authority (28%) is nearly 3.3 million dollars. We are asking for half that amount.
Levy Equalization • Levy Equalization is added money from the state for school districts that pass levies but have lower assessed valuations than the state average. • A district must pass a local levy in order to receive any levy equalization. • In 2013-14, we will receive $342,143 in levy equalization from the state.
The amount of the levy was set by a School Board resolution after staff and community input. • The levy is defined by a total dollar amount - $1,606,851. If the levy is approved that is the amount we can collect – even if property values increase. • Individual property taxes are estimated by taking the total levy amount divided by the assessed valuation to arrive at dollars per thousand. • $ 1,606,851 – Levy Amount$780,000,000 – Assessed Valuation = $2.06 per thousand • The total amount is fixed; the dollars/thousand is only an estimate. As assessed valuation goes up, dollars/thousand goes down. • The estimated cost in 2013 was $1.85 per thousand. The estimated cost for the upcoming levy is $2.06 per thousand.
Specifics for the Levy: Provides funding for Student Programs: • Extra-Curricular – provides salaries, benefits and transportation for sporting events and other activities. • Activity Buses – provides transportation for students involved in after school activities (sports, tutoring, drama, music, art, after school programs, etc.).
Specifics for the Levy: Provides funding for Student Programs: • Art Program –.5 art teacher. • Gifted Program – full-time teacher.
Specifics for the Levy: Provides funding for Instructional Support: • Basic Education Assistants – library and classroom assistants. • Middle School and Elementary School Counselors – 2.0 full-time positions. (We currently have a .8 counselor at the Middle School and a .6 at the Elementary School.) • Curriculum Adoption, STAR Enterprise Assessment, and Classroom Supplies.
Specifics for the Levy: Provides funding for Technology: • Technology Support – funds for 1.5 FTE personnel positions, software, equipment and classroom technology. Support Staff: • Nursing Services – full-time school nurse. • Custodial/Maintenance – funds foradding additional support for custodial and maintenance. • Resource Officer – funds for a part-time resource officer in the Newport School District. Facilities: • General building maintenance, asphalt the bus lane at Stratton, seal coat all parking lots, hardwood floor at Stratton, re-surface the track and update grounds equipment.
Past Levy Support Has Helped Newport School District Do the Following: • Sadie Halstead Middle School and Newport High School have received school of distinction and recognition awards. • Implemented STEM classes in Newport High School. • Implemented the Nursing Assistants Certified class at Newport High School in partnership with Newport Hospital and Health Services.
Past Levy Support Has Helped Newport School District Do the Following: • Improved our current fabrication programs to include Computer Aided Drafting (CAD) and Computer Numerical Control (CNC). • Purchased band equipment which has afforded more students the opportunity to participate.
Past Levy Support Has Helped Newport School District Do the Following: • Re-carpeted classrooms. • Students participating in afterschool activities has increased due to activity buses. • Lower class sizes.
Past Levy Support Has Helped Newport School District Do the Following: • Update district technology for direct instructional use – MAC lab at High School, iPads across the district, laptops and CTE lab at Middle School, additional computer lab at the elementary. • Improved the weight room at Newport High School by installing rubber mats on the floor and enclosing the area. • Installed new bleachers at Newport High School and Stratton Elementary.
In addition the District has sought other funding opportunities: • Received a State of Washington Energy Grant in the amount $652,090 from OSPI and $70,000 from Pend Oreille PUD to improve energy efficiency throughout the District. • Received a Carol M. White Physical Education Program grant in the amount of $778,155 from the U.S. Department of Education to be implemented Oct. 2013 – Sept. 2016. • Received several grants from the Empire Health Foundation including a Brain Gym room at the elementary; a wellness coordinator for the district; scratch cooking instruction; after school fitness program; new salad bars; and implementation of the CATCH (Coordinated Approach to Child Health) program. These grants total more than $170,000. • Received $25,000 grant for computers and software for the Project Lead the Way – Biomedical science program at the high school.
