Oregon Department of Transportation’s Mitigation and Conservation Banking Program Presented by Brad Livingston, Wetland Program Coordinator 503-986-3062 Bradley.f.livingston@odot.state.or.us June 21, 2012
Why Bank? ODOT’s Mission: “To provide a safe, efficient transportation that supports economic opportunity and livable communities for Oregonians” ODOT’s Sustainability Plan Focus Areas: Environmental Stewardship, Land use and Infrastructure
Bank Benefits • Economy of Scale • Permittee responsible site development costs vary • Broader conservation goals supported • Project Delivery Critical path • ODOT Benefits • Cost effective • Compliance upfront • Avoid conflict with highway operations
Eco-Logical: An Ecosystem Approach Long Term -Population and transportation growth projections -Market Analysis/Needs Assessment -Local Consistency (MPO’s) Conservation Integration • Rare habitats &/or watershed priorities • Wildlife action plans, connectivity and adjoining land uses • Collaborate with natural resource groups
Statewide Strategy 1. Use private banks when established, e.g.: Willamette Valley 2. Support bank development where needs exist 3. Use In Lieu Fee options as appropriate 4. Build permittee responsible sites when ecologically preferable
Challenges • Scope, Scale and Priorities • Regulatory Flexibility • Service Areas • Project Schedule and timelines • Conservation Banking
Lessons Learned • Engage Resource Interests Upfront (i.e., Stewards, regulatory agencies, bankers) • Document decisions • Acknowledge risk • Keep it simple
