GB and France non intervention policy is discredited. • The policy not stop the uninterrupted flow of "volunteers" and modern equipment to Franco from Italy and Germany, nor the occasional consignments to the Republican government from France and Soviet Russia. • But France (Prime Minister Blum) hesitated under threats from Mussolini; and Britain (Foreign Secretary Anthony Eden) shrank from interference. It became obvious that Non-Intervention worked adversely to the Republican government.
