  2. Wallingford Units 2-5 • Simple cycle combustion turbines (LM 6000) installed end of 2001, beginning of 2002 • Located in Wallingford, CT; eastern edge of Greater SWCT • Total Capacity:165.5 MW (S), 198 MW (W) • Fuel: natural gas

  3. Background for Assessment • Owner: PPL Wallingford Energy LLC • On January 16 owner applied to FERC for Reliability Must Run Cost of Service (RMRCOS) contract to be effective February 1 • Owner submitted 18.4 Application April 1 to ISO for deactivation of Units 2, 3, 4 and 5 effective July 1 • 18.4 Application caused by uncertainties of RMRCOS approval and its effective date

  4. Wallingford Assessment • ISO examined the need for the 4 units using 3 methods for assessing reliability: • Generation Resource Adequacy: LOLE • Transmission/Operating Reserve Adequacy: Day Ahead Unit Commitment (DAUC) • Security Constrained Economic Dispatch (SCED)

  5. Assumptions • 2003 CELT Reference Peak Loads (50/50 Probability) • 2003: 25,120 MW • 2006: 26,290 MW • Import Limits • CT: 2200 MW • SWCT: 2000 MW (2003); 2600 MW (2006) • Milford Power operation uncertain: 490 MW • Long Island 1385 cable in service
