JEEViKA : At a Glance • Initiated as a poverty alleviation program in 2007 jointly by GoB and the World Bank. • Designated as SRLM (State Rural Livelihoods Mission) to roll out NRLM in 2011. • Objective- Social & Economic Empowerment of the Rural Poor through: a. Creating self managed community institutions of poorest of the poor and poor households. b. Enhancing income through sustainable livelihoods. c. Increasing access to social protection including food security through a greater voice. • Mandate is to mobilize 1.5 crore Rural HHs into 10 lakh SHGs,65000 Village Organizations (VOs) and 1600 Cluster level federations (CLFs).

JEEViKA : Time line of Scale • Pilot initiated in 22 villages across 5 blocks in September 2006. • The Project launched in Oct, 2007 in 18 blocks across 6 districts. • In Oct, 2009 expanded to 22 more blocks in the same districts and one block each in Supaul and Madhepura. Commenced operation in 11 more blocks of 3 districts in Kosi area under Bihar Kosi Flood Recovery Project in Dec, 2010. • From 55 blocks of 9 Districts expanded to 167 blocks across 21 Districts in 2012-13. • JEEViKA has upscale its intervention 534 blocks across 38 Districts in Feb,14.

JEEViKA : Livelihoods Promotion • Economic Inclusion • Integrated Livelihoods Plan • Activity based Producer Groups and Producer Companies. • Comprehensive Agriculture with pro-poor extension mechanism • Value chain intervention for Dairy, small ruminants & allied sectors • Cluster approach for Poultry and Goatery Intervention • Cluster Approach for selected art & crafts and other non farm sectors • Partnership with technical agencies for end to end solutions • Setting up a focused employment generation mission • Partnership with industries & technical agencies for skill development & placements • Convergence & integration with RSETIs & State Skill Mission

  12. JEEVIKA : SYSTEM OF ROOT INTENSIFICATION (SRI) Implementation of SRI through Community Institutions, which own and manage the program. Scaling-up with Village Resource Person(VRPs) which has helped build technical capacity in the village. Farm Field Schools have played a major role in transferring peer learning’s as well as experimentation of the technology. Partnership with Technical Service Agencies. Started with Paddy & Wheat and extended to 19 crops (including oilseeds, pulses and vegetables) Use of technology in Extension Systems. SRI now an important part of Agriculture Road Map of GoB.

  13. JEEViKA : Skills & Placement Strategy:1. Partnership • Partnership with Skill Development Agencies. • Direct placement : Job Fair & Partnership with employers. Strategy:2. Mobilization & Counseling • Job Resource Person: 3 per block for mobilization, Youth data collection, Counseling and Post Placement Tracking. • Help line for answering query, tracking of placed candidates and grievance redressal. Strategy 3 : Infrastructure • Utilization of available public infrastructure for training purpose. • Establish Migration Resource Center at major destinations. Strategy 4: Tracking of Candidates • Youth Data Bankto link youth with Skill Development Agencies & employers. • Bio metric tracking of candidates: Registration, training, placement and post placement tracking. Strategy 5: IT Platform &Transparency • Development of a very interactive and robust MIS for managing entire gamut of activities under skills & placement, like: Rural Youth data base, registration of project implementation Agencies, submission and sanction of project proposals , monitoring and fund flow etc..

JEEViKA : SOCIAL DEVELOPMENT • Enhanced the food security through customized financial products and improving service delivery mechanism. • Health Security through introducing health products , access to entitlements and special initiatives. • Access to Entitlements. • Convergence with MGNREGA.

JEEViKA : Health & Nutrition • BCC on Maternal & Child Health, Nutrition, Family Planning & Sanitation. • Standardize key health indicators . • Basic Training Materials for universalization of Community health education. • Community Health Education At SHG level and health counseling at target Household level through JEEViKA Saheli. • Demand generation and promote access to health services at VHSND level. • Promotion of quality health & Nutrition services and messages for pregnant, lactating & children through Community health & Nutrition Centre (CHNCCs). • Collaboration with Technical health Partners for community health education. • Inclusion of Person with Disability.

  17. JEEViKA: STATE RESOURCE CELL • Resource Cell to cater the expansion needs of BRLPS and other SRLMs. • Support Resource block strategy under NRLM • Support the SRLMs in procuring Agencies for baseline, M &E & MIS.

JEEViKA : Project Management • HR & OD : • Multiple recruitment options: Open Market, Deputation, Internal selection, Campus, Intern model • Partnership with academic / training institutions for CB • Staff deployment with tapering strategy linked with graduation of CBOs • M & E : • Institution based MIS - Web-based monitoring system • Qualitative measurement with Process Monitoring & Thematic Studies • Annual Action Plan , Review, and impact evaluation • Communication : • Use of new mediums with traditional channels for both Internal and External Communication • Integration of IT with CBOs for transparency & credibility
