OF BIHAR Project Duration : 5 YEARS Project Launched : 2ND OCTOBER 2007 Finance Assistance : $ 112 MILLION (504 CRORE) (96 + 13 + 3) Government of Bihar

INNOVATIVE AGRICULTURE INTERVENTIONS • The focus is on Productivity enhancement methodologies • System of Crop Intensification (SCI) • System of Rice Intensification (SRI) • System of Wheat Intensification (SWI) • System of Pulses Intensification (SPI) • System of Oilseed Intensification (SOI) • System of Vegetable Intensification (SVI) • Participatory Varietal Selection & Promotion (PVSP) – A process of seed selection & production • Community Managed Sustainable Agriculture (CMSA)– ZBNF & NPM Government of Bihar

Community Institutional Architecture & working arrangement • A livelihoods committee (LC) at the village Organisation level • Follows agriculture centric micro-planning process • VO identifies and hires Village Resource Person (VRPs) • VRP handholds the poor & marginal farmers and reports to the Livelihoods Committee • VRP monitoring & learning – VRP Register • Each VRP is responsible for an average 50 farmers • The payment of Service charge to VRPs is done by VO • Payment is based on category of farmers i.e. SC/ST, BC/EBC, GC - Own land, leased land etc. Government of Bihar

DESIGNING OF SERVICE CHARGE FOR VRPs • SC/ST HHs + Lease Land = 35/- per HH per month • SC/ST HHs + Own Land = 30/- per HH per month • BC/EBC HHs + Lease/Own Land=25/- per HH per month • GC HHs + Lease / Own Land = 20/- per HH per month SERVICE CHARGE DESIGN OBJECTIVES • To cover more nos. of landless farmers who lease land & improve productivity to attain food security & bringing more land under the fold of SWI / SRI to improve productivity Government of Bihar

  14. OUTPUT • Agriculture Department, Govt. of Bihar is implementing • SRI in 3.5 Lakh hectares in this Kharif-2011 • SWI in 4.8 Lakh hectares in this Rabi 2011-12 Government of Bihar

KEY LESSONS • Network of strong grass root institutions is a pre-requisite • Financial Inclusion • Community owned extension mechanism • Best practising farmers become the best trainers • End to end handholding necessary for promoting sustainable livelihoods intervention • Scaling up is faster from small to big farmers Government of Bihar
