The Organization of Probation Sounds exciting…I know
State vs. Local Administration • State Level • Majority of states (25) and DC • Advantages? • Avoid local politics • Uniform policy/procedures • Efficiency • Local • Advantages • PO familiar with community, free to experiment, better position to raise $(?)
Community Corrections Act • Pioneered by MN in 1973 • Gist: State provides grants to counties • Minnesota CCA • 31 CCA counties (some combined) • Arrowhead Regional Corrections • MN DOC picks up the rest of the counties • Original intent: reduce prison reliance • RECLAIM Ohio
Executive vs. Judicial • Feds and minority of states = Judiciary • Advantage? Work closely with judges anyhow • Disadvantage? (Advantage for executive) • Continuum of services • If judicial, less concern with supervision (?)
Qualification and Training • Education = BA for the most part • Is this a wise idea? • Training • Salaries • Start at 18K (KY) to 39K (RI)
To carry, or not to carry, that is the question.. • Sign of the Times that this is an issue • How dangerous are they? • Survey data from book • What do PO’s think? • Disadvantages?
Interstate Compacts • Allows probationers and parolees to move to another (home?) state. • Very common (“Courtesy Supervision”) • “Dumping” • Get rid of your worst offenders (“move or we’ll make life miserable for you). It does happen, but not too often.
