Topics of the meeting • Several proposals about the future of the CNS/ATM Steering Group were discussed • The discussion centred on the working methods of the group and finding the most efficient solution for the continuation of its work
Analysis of situation • In summary, the Group derives its input from issues related to the use of airspace (systems; equipment; associated installation; certification; operation and training). • Its output is position papers / policy or draft TGLs on individual subjects. This is likely to translate into AMC/Guidance material for operators, under the EASA system.
Proposed solutions (1) • Mould the current structures to the EASA context • Panel of experts could be used where peer review by experts is required (ad hoc basis) providing the input for the certification requirements
Proposed solutions (2) • 2 –tier approach: meaning retain the ‘high level’ input from bodies who are often not expert enough in the subject to participate in drafting of text. This would enable the continued participation of those who wish to contribute at a conceptual/policy level. All relevant stakeholders could therefore be involved e.g. EUROCONTROL, FAA and others. It could also become the ‘early warning’ process for future requirements in CNS/ATM matters
Proposed solutions (3) • Separately, identify work streams that require technical development to feed into EASA’s rulemaking programme (RMP) initially as candidates for inclusion in the Advance Planning. Subsequently, expected to proceed as MDM work streams. (MDM = multi-disciplinary measures) The current experts that are members of the group could be part of the ad hoc groups tasked with the development of the necessary documents e.g. AMC or A-NPAs
Proposed solutions (4) • Later in the process it may be appropriate to create an SSCC sub-group MDM to handle these issues • Further elaboration of how this concept would work in practice is probably necessary. Until that time the existing structure could be used to maintain the knowledge and work of the group
Agreed way ahead • The Coordination meeting between EASA, EC and EUROCONTROL should be enlarged by other interested parties and could replace the „briefing“ part of the CNS/ATM StG meetings • EASA will present this proposal to the coordination group during the next meeting that will take place 27.11.07
Agreed way ahead (2) • For the development of Position Papers, the group could continue to work like now, maybe with a smaller number of people involved, namely those that actively work on papers. The others could be involved via email or during the comment phase of an NPA • Later in the process it will be evaluated whether an SSCC sub-group MDM could be set up to handle these issues
Post Meeting Discussion • Agreed to identify the list of current/future work that could feed into FS Rulemaking Advance Planning. • Recognised that many of the subject are already well advanced, even published as NPA and shall be handled more expeditiously than through R advance Planning • Agreed that there should be a regular ‘communications’ process between C and R to take care of the issues covered by the CNS/ATM StG.
