November 21, 2011 European Agenda Going Local Bologna (Emilia Romagna Region) host the first of three ‘stages’ organized in Italy by the European Commission to promote the ‘European Digital Agenda’, the EC policy focused: • to the development of the Information and Knowledge Society at local level • to the deployment of the “principles” in metropolitan contexts, through the stimulation of actions and commitments of local actors.

Bologna want to be a Social Smart Cityand is ready for the Digital Agenda • The definition, in progress, of the “Social smart city” is a fundamental element of our metropolitan Strategic Plan and of the DIGITAL AGENDA FOR BOLOGNA • The objectives will be written and shared through a mutistakeholders methodology • Within this innovation framework several projects and services are already running and in the course of development for environment, mobility, culture, welfare, local economy • We will make them concrete and operative also through the mobilization of external resources (private and no profit), networks and European partnerships

The rules of the Partecipation process • Meetings, barcamps, workshops • A dedicated blog to inform and interact • Spaces for debate, ideas… • On line form to send proposals and projects • A participation (on line and off line) warrantor • A scientific committee to support decision makers • The results of the process will be taken into account for final decisions

  7. 1 - Internet as a Right • The Municipality of Bologna considers Internet as an essential infrastructure / public sphere to be guaranteed to citizens, enterprises, city users and city visitors/guests. • In 1995 the Iperbole civic network (www.comune.bologna.it ) offered each citizen free access to Internet and email account. • Since 2006 the civic network started becoming mobile and ubiquous through Iperbole Wireless, continuously expanding. • In 2011 and beyond the aim is to guarantee the Internet neutrality and equal access to everybody, without barriers from the technological point of view and without economic, social and cultural disadvantages/divides.

Internet and digital space as a common good: main actions of the PA (2) • Internet access as a new right, to be included in the municipal Statute • A policy act approved by the municipal Executive Board on the topics and priorities of the Digital Agenda • New plan of public wi-fi spots and free fixed access points available for citizens and city users • Undergorund network and infrastructure analysis + New plan for high speed broadband (MAN metropolitan area network - NGN next generation networks) • Shared city plan on digital inclusion (networks, access, use of on line resources,…) • Mapping of the training opportunities on digital issues within the city and community

Involving citizens (2)IPERBOLE 2020The new civic network platform • On-line services and information from the PA: - Free information free admission - Walled garden and Personal facilities with digital identity • Platform and cloud for crowdsourcing and users generated contents: social media, bloggers, communities, co-design and co-projecting spaces with the community (internal and external to the administration)

Enterprises and technological innovation The Municipality commits itself in creating fertile ground for the start-up of enterprises and in supporting the existing productive tissue • Increase of online services for enterprises • Give value and promote of tenders start-up oriented • Mapping and of co-working spaces also for non profit bodies • Sinergy with local stakeholders: Cineteca, Aster, Unibo, Spinner... • Meetings with enterpreneurial associations for the diffusion of social culture for enterprises • Training in management and in digital creativity / innovation • Support to local credit

The Municipality of Bologna commits itself to give freedom of access to data OPENDATA • Open data as a priority issue • Open Data INDEX - internal working group and mapping of data owned by the Municipality that can be disclosed • Creation of a dedicated site, connected to the Iperbole portal - www.dati.comune.bologna.it - for the in progress publication of data
