EU enlargement policygoals, rules, specifity reinforce peace, democracy, stability, prosperity in Europe allow the EU to be better positioned to address global challenges „…any European country may apply for membership if it respects the democratic values of the EU and is committed to promoting them” (TEU para 49)

Conditions for membership? Copenhagen criteria (1993) The EU needs to be able to integrate new members!!! (Renewed consensus on enlargement 2006) supranationalism ↔ intergovernmentalism unanimity– a common decision taken by the EU Council/ European Council

Montenegro official candidate / the negotiations started 29 June 2012 • Main challenges: adoption and implementation of reforms, with particular focus on: • the area of rule of law • fundamental rights • the fight againstcorruption and organised crime ***new approach
Serbia official candidate (from 1 March 2012) • Main challenges: • normalisation of relations with Kosovo* • full cooperation and freedom of movements for EULEX • the inclusive regional cooperation and reconciliation
Macedonia(former Yugoslav Republic of Macedonia) official candidate country (from Decemebr 2005) Main challenges: • name issue
Albania potential candidate Main challenges: • futher progress in the 12 key priorities • internal political problems
Bosnia and Herzegovina potential candidate Main challenges: • internal problems (the lack of impelementing political agreements, difficult economic situation) • Constitution that has to be brought into compliance with the ECHR*
Kosovo**under UNSCR 1244/99 potential candidate Main challenges: • status of Kosovo • situation in North Kosovo • inclusive regional cooperation and reconciliation (dialogue with Belgrade)
