Minibus Case Study • Our Need for Transport • Sports Clubs : ULU regional leagues & BUSA SE • Societies • Office • Modes of Transport • Public Transport • Hired Coach • Private Vehicle • Students’ Union Minibus(es)
Minibus Case Study • Goldsmiths’ Minibus • Minibus purchased in 2000 over 4 years (£23,322) • Annual Running Costs : c. £3,000 + fuel • 2nd-hand value : c. £6,000 • Conditions of Use <2003 • ‘Section 19’ : EU license for 2yrs, over 21 etc. • Driver approval = ‘spin round the block’ • No system for establishing priority use • No user guidelines issued • Administration <2003 • No regular vehicle checks/ cleaning • Use/ mileage/ damage records not kept • Student fuel receipts reimbursed in full
Minibus Case Study • SAFETY - Best Practice : • more formally ascertaining driver competency • a system of comprehensive vehicle checks • clarifying the extent of legitimate use with our insurers • issuing guidelines for drivers • ADMINISTRATION - Ongoing Issues : • lack of effective systems for collection and return • lack of systems for monitoring cleanliness • lack of systems for monitoring mileage/fuel
Minibus Case Study • Driver Training @ Lewisham Community Transport Scheme • Local MiDAS training provider (Theory + Practical = £60/driver) • Membership : £20/year, inc. training of 2 drivers • Provide 4 ‘pool’ minibuses @ £20/day (or 70p/mile) inc. fuel, for use by members (Community groups, Charitable organisations) • But also ….. • Option 1: ‘Broker’ our own vehicle over Summer/Xmas • Option 2: We donate vehicle for credit to 2nd-hand value • Option 3: ‘Broker’ all year round, with priority booking
Minibus Case Study • Option 3 : broker our Vehicle through the CTS ‘pool’ • LCTS train ALL drivers for FREE (12 in ‘04/05) • Formal guidelines issued to Drivers • Access to additional vehicles thru ‘pool’ (eg. Wed and Sat) • Bookings advised centrally thru Sports Office • 10wk. MOT’s, and cleaned after each use • Minibus has permanent vehicle-specific fuel-card • Calculate detailed breakdown of use/ mileage/ passengers • Cheaper running costs : CTS Fleet insurance • We pay ALL costs … but get ALL income from hires by other Community & Charity Groups
Minibus Case Study • Benefits : • Minibus MAKES money for the Students’ Union!! • We have access to extra vehicles when we need them • All drivers appropriately trained • No administration burden for Students’ Union • Transport Regulations • Also clarified situation for other methods of transport (eg. Private Vehicle Registration Form), priority usage, parity in terms of reimbursing travel costs to students etc.
