Introduction • Strategic, analytical, corporate planning and M & E arm of Director General’s Office • Principal Roles & Functions of SEPPF • Country and Programme Support • Regional cooperation, partnerships • Strategic positioning and resource mobilisation & mgmt • Sectoral and thematic policy analysis, research, coordination & mainstreaming • Corporate policy, organisational development and performance mgmt • Staffing – those with generic advisory & coordination role and those with specialists functions.
Key highlights for 2011 • completion of all 22 PICTs JCSs • reinvigorated JCS process • corporate coordination & regional engagement in Climate Change and Food Security • completion and publication of “Vulnerability of Tropical Pacific Fisheries and Aquaculture to Climate Change • development partner and CROP cooperation
Major Challenges in 2011 • heavy staff workload • reduced budget • long term sustainability • managing expectations
Key Deliverables in 2012 • JCS reviews, second cycle JCSs and Joint CROP JCS • Realignment of major corporate documents (linkage to 3 key development outcomes) • support development of strategic programme plans of LRD, ETHD, OMD & SEPPF • Logistics support Independent external review of SPC • coordinate development of new Corporate Plan for SPC • secretariat to the CRGA LTSFS Sub-Committee • Corporate M & E Framework finalised
Major Challenges that could mitigate against 2012 Deliverables • long term sustainability • resourcing (human and financial) • meaningful engagement • managing expectations
RECOMMENDATIONS • CRGA is invited to: • note the role of the Strategic Engagement, Policy and Planning Facility (SEPPF) in strengthening the strategic, analytical, corporate planning and monitoring and evaluation capacity of SPC; • note the results achieved by SEPPF in 2011, particularly in relation to completion of the ground-breaking research on the impact of climate change on Pacific fisheries, developing and reviewing joint country strategies, and developing the new corporate-wide monitoring and evaluation framework; • discuss and endorse SEPPF’s work programme for 2012; and • support the Secretariat’s efforts to seek additional resources to increase SEPPF’s capacity to perform its role in 2012 and beyond.
