Introduction and Background • RSA’s request for “model” SPIL • Decision / steps to upgrade the SPILs nationwide – bring into compliance • ILRU’s SILC-NET response: online planning guide providing SILCs with tools and strategies for complying with RSA’s requirements • Webinar orientation will NOT cover all sections of SPIL guide 2

  3. Introduction and Background, contd. 2 • Wiki website is NOT for data entry. • Rather is a companion to RSA’s MIS new data entry system.

  4. Webinar Follow-up to SILC Congress Training • On-location training focused somewhat on how to navigate the guide, but primarily on developing and evaluating an outcomes-focused SPIL • Webinar purpose is to give more detailed instruction on using the wiki platform and sections of the guide.

  5. On-Demand Video Training • SILC Congress training now available through IL NET’s use of advanced video taping technology. • You can view or review the training and share with co-workers and Council members.

Purpose of the Guide Help IL partners develop SPIL in compliance with RSA requirements Required for ongoing funding of IL programs; serves as legal blueprint for statewide funding decisions Provide suggestions and guidance to improve quality of planning process and final plans Learn from and share examples, models, best practices in SPIL planning, development, and evaluation 6

  7. Public Presentation of SPIL You could create a separate document for the public in your state Have a simpler way of communicating the plan to your stakeholders For example, you could include a preface that states your purpose and an executive summary that gives the key points 7

  8. The Guide • Use The Guide for ideas, but create a plan that makes sense to you • We’ll use your feedback to improve and refine this guide

  9. Orientation to a Wiki What is a wiki? Website that allows multiple users to create, modify and organize web page content in collaborative manner “Evergreen” approach can be continuously updated 9

  11. Wiki Sections • IL NET wiki will serve as valuable resource for CILs and SILCs • Resources for both will continue to evolve and expand over time and the field will be notified as things are added or updated

  15. Purpose of the Guide • This first section describes the purpose of the guide, which is to provide tools to assist IL partners in developing a well-written SPIL in compliance with RSA requirements.

  16. How to Use this Guide Guide does not include Part I: “Assurances” section Part II: Narrative sections Suggestions and examples are recommendations only We urge SILCs to follow these thoughtfully since there is wide variation among states 16

  18. What’s in Each Section? • As an example, let’s look at section 1.2B Outreach to Unserved and Underserved Populations

Example: Section 1.2B Name of Section Associated regulations with live links to specified regs RSA requirements – italics indicate exact language used by RSA in SPIL instructions Suggestions for completing section Examples of strategies – many from actual SPILs Contains three examples of what instructions are asking for 19

Example: Section 1.6 Examples from actual SPILs not given in every section; some have checklists or outlines of things to consider For instance, let’s look at Section 1.6 Coordination of Services Rather than offering an example here, we provided a list of nine questions to ask yourself to maximize the chances you’ve covered everything required. 21

Using the Guide to Plan and Develop Your SPIL Begin with “Why a Focus on Outcomes?,” and “Three Steps to an Outcomes-Focused SPIL.” Read through complete guide once for total picture, noting items needing clarification Make note of sections that are inter-connected and make a plan for relating these sections to each other 22

Inter-connecting SPIL Sections • For example, you might have goals, objectives, and activities in sections 1.1 Mission and Goals and 1.2A Objectives that address expanded inclusion in your state. In section 1.2B you can refer back to those items and then explain who, what, where, and when in this section.

Inter-connecting SPIL Sections contd. 2 • You might explain in detail in section 1.2B how certain collaborative activities you address in section 1.5 - Cooperation, Coordination, and Working Relationships will impact your ability to reach populations that are currently unserved or underserved. Are you planning specific alliances because it will give you greater understanding of a population that could be better served? Could these alliances serve as portals for access to specific groups of people?

Inter-connecting SPIL Sections, contd. 3 • You might explain in section 1.2B that your needs assessment has identified, for instance, that veterans with disabilities returning from Iraq and Afghanistan are an underserved population and in section 1.6 - Coordination of Services you could then describe that you plan to work with veterans’ programs to ensure CIL staff are knowledgeable about available programs and services, and to coordinate appropriate CIL services to veterans in their local communities.

  26. Inter-connecting SPIL Sections, contd. 4 • There should be some consistency or link between section 1.2B and section 3.2 - Expanding the Network of Centers. If a population is identified in section 1.2B, the expansion of the network would take into account the geographic areas where the targeted individuals are.

  27. Using the Guide in an Order That’s Logical to You • Work on the sections in the order that makes sense to you. • For example, like many other people, it might make sense to you to work on Section 1.4Bbefore you start writing goals and objectives in sections 1.1 and 1.2A.

  28. In Summary • Spend some time getting acquainted with the wiki and how to navigate it • Read the How-to Guide for Developing an Outcomes-focused SPIL all the way through • Make note of SPIL sections that are inter-connected
