  5. Purpose • To begin to explore the links between PLAR concepts and tools and the principles and tools of competence-based assessment

Expected Outcomes • Stimulate our thinking about the relevance and feasibility of using different assessment strategies with entry-level immigrants—beyond credential recognition • Generate key topics and ideas for the CAPLA pre-conference session scheduled for November 13, 2011 in Toronto and for subsequent tools manual

  7. Process • Five key questions to stimulate ideas and provide a focus for the speakers’ inputs • Written comments, questions and illustrations from all participants

  8. Background • PLAR, as a movement, has been around for more than 30 years • Originally educationally based • Applied in the workplace and gradually in other contexts • Competence-based assessment even longer • Military • Management • Professions

Key Questions • How can we best facilitate a process that allows immigrants to demonstrate their knowledge, skills and abilities beyond credential evaluation? • What assessment strategies or tools are most effective with immigrants and why? • What factors help to determine the appropriateness of one tool over another for a particular organization or unique purpose? 4. Can a single tool or process ensure that an immigrant is “competent” to work in Canada? 5. Are there examples of good practice that link concepts of PLAR and the assessment of competencies?
