Heritage I-Web: Integrated Data Management from Field to Site Form Geospatial 2007 Jeff Overturf, Neil Weintraub, Cara Kelly, USFS
National Heritage Information Management Implementation Team To develop and implement a corporate information management environment that provides archeologists, other resource specialists, managers and partners with reliable and consistent heritage information for analysis, reporting, and decision-making. User Board Strategic Goals • Provide useful tools at the local field level • Accomplish consistent, standardized upward reporting • Streamline compliance processes • Change the paradigm: focus on heritage resource management
A National Database? • Part of the FS corporate system (Infra/I-Web) • Uses a unique set of state-based LOVs so that values are customized for each SHPO • Allows the FS to accomplish standardized upward reporting across the entire agency • Eliminates the dreaded “Extinct Database Syndrome” (EDS) • Focuses energy and resources in a collective framework
“Corporateness” • A cadre of developers, trainers, documentation specialists, and Help Desk are available for support • Database is housed and maintained by the agency on secure servers that are regularly backed up; access is controlled • Improvements are constant and iterative based upon user input

National I-Web Summaries(number of known sites in the database) • R1 – 11379 • R2 – 41426 • R3 – 23931 • R4 – 14468 • R5 – 29367 • R6 – 14507 • R8 – 33375 • R9 – 29043 • R10 – 3673 • Total – 201194

I-Web Population • 62% of known Forest Service sites are in the corporate database • 100% will be in by the end of FY2008, per Interim Directive 6509.11k-2006-14 (September 29, 2006) • Majority of remaining sites are poised for migration (OR, NM, ID, UT, CA)
Enterprise Architecture A process for business and technical specialists to construct the infrastructure for meeting an organization’s mission goals so that technology is optimized and business processes take advantage of the transformational opportunities that technology creates. Business processes and information technologies are synchronized to create efficiencies.
One Touch Goal Project planning Landscape Assessment Site Documentation Compliance Agency Reporting Analysis Management
Field Driven? Absolutely • Training sessions designed for recording sites in the field • Users are constantly requesting updates through help desk for more efficient data entry into I-Web • Over 30 state site forms developed for outputs • One touch goal from field to report • Web Page for Users with tricks and tips
I-Mobile now supported in Windows Mobile 2002, 2003, and Mobile 5.0
I-Mobile Application • Allows users to record sites in the field, then upload directly into Infra • Includes GIS (ArcPad) • No need for paper field form • Can be used by contractors, partners • Infra then generates final hardcopy for official records
Mobile Units Deployed in Field Garland Combs and Randy Boedy record artifact data in a rockshelter in Red River Gorge, Daniel Boone NF, Kentucky Myra Gilliam records petroglypyhs at Sandy Beach, Petersburg, Tongass National Forest, Alaska.
Data Sharing Once data are captured in I-Web, they can be shared with SHPOs and other partners • New Mexico (NMCRIS database) data exchange to be deployed this field season • Oregon is next • Other states have expressed interest
I-Web GIS • I-Web spatial data are stored at USDA’s National Information Technology Center (NITC) in Kansas City, MO. This database also runs ESRI ArcSDE (version 9.1) to provide efficient spatial data retrieval. • Each Forest’s spatial data are stored in a separate schema within the same Oracle instance. This allows each Forest to use local projections and to update and manage their own data.
Critical Accounting Changes “That which is honored is measured.”-Plato • Federal Accounting Standards Advisory Board (FASAB) adopted changes that moved heritage assets from Required Supplemental Stewardship Information (RSSI) to Required Stewardhip Information (RSI). • Created a need for agencies to add heritage assets to “balance sheet” • Increased level of scrutiny of heritage resources • Forest Service strategy is contained in recent Interim Directive that mandates all Heritage site be entered into Infrs by September 30, 2008.
