Bill of Rights • Freedom of religion • Freedom of the press • The right to trial by jury
Articles of Confederation • One branch of government • No executive • No system of national courts • The states could not collect taxes or regulate trade. • What problems can you see with the Articles of Confederation :

Land Ordinance of 1785 • Congress had to devise a plan for land sales and settlements. • Settlers and investors could buy formerly public lands.
Northwest Ordinance of 1787 • Three step process for admitting new states. • Established a system for governing new territories
Problems with the Articles of Confederation • No tax money to run the government • No taxes, no army, the British continued to try and occupy forts.
Shay’s Rebellion • Economic depression hit the colonies • State government began seizing farms because farmers could not pay their taxes • Daniel Shay’s led an uprising preventing farm seizures • Shays’ Rebellion led the states to want a stronger central government to protect people.

The Constitutional Convention • Delegates came together to revise the Articles of Confederation. • Many Delegates felt that a revision would not be enough.
The Virginia Plan New Jersey Plan • Strong Central Government • Three separate branches of government. • Two House congress, a lower house and a upper house. • Representation based on population • Wanted one vote per state. • Single house of congress
The Great Compromise • Two House Congress • House of Representatives: based on population • 2 year terms • Senate: 2 from each state • 6 year terms • Each enslaved person is counted as 3/5ths of a free person.
3/5ths Compromise • Northerner's felt that slaves could note vote so they should not be counted. • 500 enslaved people would count as 300 free people
