What is the WMMFA ? • Public body – instrumentality of the state exercising essential governmental functions • Plan and implement collection, transportation, and recycling system on behalf of member manufacturers • Quasi governmental - Business management organization acting on behalf of citizens using financial resources provided by participating manufacturers • Develop innovative approaches to material management efficiency – increase use of secondary material resources • Financed by manufacturers of electronic products for their “responsibility” to fund the recycling of their share of covered electronic products based on their market and return shares of CEP’s (TV’s, computers, and monitors) by weight

Summary • Potentially diverted 38.5 M Lbs. from non-OECD countries and landfills in 2009 • 56% of CEP’s from Non-profit retailers (WA) – large opportunity for reuse • Manufacturers are paying for state wide recycling • Operational model is business based – encourages efficiency • Staff to operate WMMFA in 2010 =2.5 FTE - down from 3.0 in 2009 • Volume increase estimated at 8% over 2009 for 2010 • Glass glut may impact processing costs • Independent Plans may emerge in 2011 • Outreach expanded in 2010 to include more print, radio and other media • 96% of those who took the Local Government satisfaction survey found the collection services accessible and convenient • More sites will be added to service deficiencies identified in the survey
