  3. Why should we address light pollution? • Increase travel and tourism • Improve driver safety and visibility • Allow residents and travelers darkness to sleep • Increased use of energy-efficient sources

  4. Why - continued • Reduce light pollution – Sky Glow • Reduce future nuisance problems with exterior lights • Protect our natural resources – coal, wildlife, nighttime sky • Future Regulation

  5. How can we address light pollution? • Light shining where it is not needed or wanted – Light Trespass • Glare • Intensity or over-lighting

  6. How can this be regulated? • Restrictions on light crossing the property boundary • Require shielding • Establish appropriate illumination levels

  7. Restrictions on light crossing the property boundary • Light trespass limit with a 0-3 lux limit measured at any property line • Residential – Residential 0 lux • Commercial – Commercial 3 lux

  8. Require Shielding • Shield light source from outside the property • Shield light source from above (Full Cutoff) • Light Shielding - Shielding shall be installed so the source including light bulbs or diffuser or reflector is not visible from the property line or from above the property.

  9. Establish Appropriate Illumination Levels • Define Lighting Maximum Limits • "Illuminance and luminance requirements: Illuminance and luminance requirements shall be as set forth in the current edition of the IESNA Lighting Handbook. All external lighting fixtures shall not exceed IESNA minimum luminance and illuminance recommendations."
