3. What is Learn and Earn Online? Students in participating public high schools can take a variety of online college-credit courses at no cost to them or to their families. Students earn both high school and college credit for completed courses

Proposed Amendment to HB 1473, Sec. 7.27(h): “Notwithstanding any other provision of law, the State Board of Community Colleges, in cooperation with the State Board of Education, shall permit high school students to enroll in online courses for college credit beginning with the Fall 2007 semester” North Carolina Community College System H. What does the amendment mean? • 9th, 10th, 11th and 12th graders can enroll in courses online in community colleges • Students can take online courses with colleges outside of their current service area • Also, SBCC would be given flexibility to resolve any barriers identified in collaboration with the DPI North Carolina Community College System H. Community Colleges will… • Provide full complement of student services including tutoring, advising, testing (online) • Receive infrastructure funding to expand bandwidth • Not receive additional funding for equipment, e.g. computers North Carolina Community College System H. Reimbursement Process • Colleges submit L&E-Online estimated FTE (Full-time Enrollment) at census date each fall & spring • Colleges submit actual technology fees charged via survey from System Office • System Office calculates the per FTE reimbursement • System Office submits request to DPI (Department of Public Instruction) • DPI transfers reimbursement amount to System Office • System Office separately allocates to participating colleges North Carolina Community College System H.
