Built-in database • Remote consulting • No need for ad-hoc database • Gets lat/lon automatically from GPS or address • Keeps photos & sketches • No transcription; less data-entry error • Consistency across jurisdictions or owners • Integrates with other databases
Soil lookup; site-specific hazard • Server looks up each building’s soil type & seismic hazard from USGS databases using its latitude & longitude • Server adjusts the building’s score accordingly
Disadvantages versus paper • Need for hardware • But since 2011, most mobile phones sold are smartphones, so inspectors probably already own the required hardware • 30-60 min extra training • Can more easily modify paper forms • Can’t crash a stack of paper • But you can carry paper forms to the field as a backup, and transcribe them to the server at days’ end
Status • Available for free online (www.roverready.org) & via CD in FEMA warehouse • ROVER software • Training materials • Several pilot tests have been performed (LAUSD, University of Utah, Structural Engineers Association of Utah, and others) • Cal EMA has added ROVER to its Safety Assessment Program (ATC-20 evaluator training) • Online community established through ROVER Ready Alliance webpage & LinkedIn ROVER User Group • Paper-based FEMA 154 is still an option
Tests to date Los Angeles Unified School District Nov 2008 Bob Spears, LAUSD: “We want to expand our ROVER teams and make them part of our annual District-wide earthquake drill.” Utah Seismic Safety Commission Oct 2010 Glen Palmer, SEAU: ROVER is “So much easier to use in a quick and effective way” Matt Robles, Salt Lake City structural engineer: “For structural engineers, [ROVER is] ... the single greatest advancement in the use of smartphones that I can think of.”
Use for Utah schools • Utah schools pilot study: 128 buildings • After pilot, added 2500+ buildings • Champions: Lt Gov Bell, Barry Welliver • HB 278 S01 requires RVS of pre-1975 buildings as prereq for bonding. Full schools inventory is funded, likely will be largely done with ROVER.
