Presidential Wellness Initiative • April 2009, President Obama signs Executive Order 13507. • June 2009, OPM Memo established 2 senior teams to address hiring reform, employee engagement, employee wellness issues, and an inventory of federal agency civilian wellness programs. • Wellness definition- an integrated approach to an assortment of employee work/life programs; health promotion, physical fitness, safety, mental health, facilities, nutrition, and supporting policy. • DoD long term action items • Establish a culture of employee wellness via communication, leveraging, & employee focus groups. • Provide health education & screening programs via on-line resources, CEAP, smoking cessation programs, & educational campaigns. • Promote physical fitness via marketing, education, and time off to exercise policy • Increase awareness of healthy food choices via vending, education, and marketing.

Presidential Wellness Initiative • Nov 2009, DOD announced a short term initiative of monthly marketing health topics for 2010: • December- Holiday Health & Stress Management • January- Healthy Goals & Health tips • February- Cardiovascular Awareness • March- Nutritional Awareness & Cholesterol • April- Humor/Financial Literacy • May- National Employee Health & Fitness Month • June- Safety • July- Sun Safety & UV Awareness • August- Immunization Awareness • September- Suicide Prevention • October- Breast Cancer Awareness/ Work-Life Balance • November- Smoking Cessation/ Diabetes Awareness

Current DON Wellness Resources • DON WELLNESS RESOURCES • BUMED • 30 Naval Hospitals & 100 Clinics • Navy Marine Corps Public Health Center- Health Promotion on line programs, materials, FT Health Promoters • MWR & MCCS • Fitness Centers- classes, competitions, facilities • Fleet & Family Support- child care centers & referral, housing, recreation, stores, restaurants, lodges, theaters, relocation assistance, youth programs • Navy Safety Center- extensive on-line training, marketing, and program information

CURRENT WELLNESS POLICIES • 5 U.S.C. 7901 (1988) Health Service Programs- allowed federal agencies to establish health service programs with available appropriations to promote and maintain physical and mental fitness of their employees. • Title 32 CFR, Part 85, Health Promotion (30 Aug 88)- established health promotion policy within DoD to improve and maintain military readiness & qualityof life of DoD personnel and other beneficiaries • DOD Directive 1010.10 Health Promotion (22 Aug 2003)- Establishes the DoD requirement to implement health promotion for military readiness, health, fitness, and quality of life. • BUMEDINST 6110.13A, NAVY MEDICAL DEPARTMENT HEALTH PROMOTION AND WELLNESS (14 Jan 2008)- provides policy and guidance for Navy Medicine’s roles and responsibilities in Health Promotion and Wellness Programs. • CHRM 792.4 WORKLIFE PROGRAMS (April 2005)- establishes policy and assigns responsibility for DON Civilian Work/Life Program • Individual Exercise Programs • Command Sponsored- 3 hours/week within criteria
