Radio Amateur Civil Emergency Services (RACES) • FEMA sponsored program for ensuring emergency communications are available • Support provided by amateur radio licensed, emergency worker registered volunteers • Support includes voice and packet radio capabilities • State RACES plan governs how amateurs are to be used. • Establishes nine RACES regions HF Frequencies 2-30 Mhz

  7. 800 MHZ State Agency Emergency Network (STAEN) AUDITOR DIS DOH L&I ENERGY UTC AGRI EMP SEC • Uses an additional repeater on DOT system at Capitol Peak • State EOC monitors a control station on a 24-hour basis and serves as net control • Network used on an emergency basis on a specific “talk group” • Periodically tested to ensure availability EOC

State Emergency Communications Using Radio Effectively (SECURE) • Emergency HF radio capability used on a point-to-point basis as needed • Licensed to operate up to five mobile stations anywhere within the state • A permanent station located at the State EOC is licensed and programmed to operate on eight discrete frequencies • WSP has one station in each district communications center • Tested on a quarterly basis

  11. COUNTY/ CITY EOC’S COUNTY WNG POINT STATE EOC 39 Counties (24-hr Facility) 68 County/City PHONE IN-PLACE, MONITORED 24 HRS Satellite Network(Primarily voice with limited data) NOTE: 6 – ST-151 PREPOSITIONED IN SIX COUNTIES. 7 – ST-151 AT STATE EOC.

CSEPP Unique Systems • Supports emergency preparedness for Benton County under the Chemical Stockpile Emergency Preparedness Program (CSEPP) • Systems include - Microwave (14 paths) - 800 MHz radio (48 channels) - Alert and Notification (20 sirens/12 Highway Signs) - Automation • Systems are to be used for - Controlling the activation of sirens, reader boards, and other emergency alert systems - Direction and control of emergency responders - Information management of critical data concerning an incident
