Why a Livelihood perspective? • SDC's policy for poverty reduction: • Poverty is multidimensional, • holistic understanding of poverty but sectoral entry points of interventions • support peoples' own effort to get out of poverty => But how to get a holistic understanding and how to integrate such an understanding in the project cycle management? • The livelihood approach is a framework that help us putting into practice the recommendations:=> people at the centre of development=> help people help themselves

3. Putting (poor) people at the centre of development means … … to support their own endeavors to maintain and strengthen their livelihood …… and this cannot be done without a shared understanding of their situation: aspirations, constraints, resources … Perception from inside (by the actors themselves) Perception from outside (eg. from a development practitioner) Livelihood systems and strategies The Livelihoods framework is at the interface between an "external" and an "internal" perceptions and allows a shared understanding

5. Livelihoods and human rights based approach A livelihood oriented program uses the livelihood framework and principles to understand the context and realities of people to integrate this understanding in the PCM to follow the livelihood principles in the implementation A program adopting a HRBA, uses the international human rights framework as a reference integrates the human rights principles in its objectives and processes empowers rights holders to claim their rights and builds capacities of duty-bearers to fulfill their obligations. Moreover, HRBA provide a vision of relationships between rights holders and duty bearers that the program contributes to realize.

8. Why using different approaches ? In every context, specific issues X requires particular attention. Concepts, tools, .. have been developed to better understand key issues from people's perspective in the context (gender, conflict, livelihood strategies…) and to help take decision and guide action according to our core principles / mandate Our mandate: fighting poverty Approaches X X Complex realities (context) X X X: developement issues

9. SDC promoted approaches are coherent and complement themselves. light up! black! Too often we used the metaphor of lenses … … we should rather think of spotlight helping to grasp realities
