2. Initial Plan • POA (Plan of Attack) • The POA is for NYC to be condemned with water, it is not in my best interest to have a high death toll; but a high sickness rate and evacuation of the population. • The attack will take place in three stages • There is a set timeline for each stage

3. Time Line • Total 1 Year • Every stage 3-4 Months • Taking place from Spring to Spring

4. Stage 1: Plant Infestation • Water Hemlock, the most poisonous plant in North America, can live in any type of bogs, swamps or other brackish water areas all the way to a puddle of water. Also killing fish and water life in harbors and bays, once ingested by humans can make them ill. • Release clippings and seeds of Water Hemlock along bay banks and water drainage systems.

5. Stage 1: Plant Infestation (Cont.) • These will be released during the Spring for optimum and quick growth • Taking root in multiple bays around NYC, the toxins will be released. The bays are used for cleansing the used water so it can be sent back out into the pipes of homes and offices • Wildlife within the bay dealing with the water to either swim or drink, will become ill and die without medical treatment • Humans using the bays for boating and swimming will also surpass to this

Stage 1: Plant Infestation (Cont.) • Dead fish in multiple bays will taint the cleanliness of the water • Once inside of the water treatment plants, the water hemlock toxins, and dead wildlife toxins will mix in with the used water as usual • Although at this point in time factories should start to realizes a small difference in the usual bay water • Minute amounts of the toxins will get through to the pipes and that amount is perfect to make one sick

Stage 1: Plant Infestation (Cont.) • Coming close to the end of the first stage we should be seeing NYC in a sick stage, doctors appts, and maybe fatality depending on how close you are to the cleansing plants • The toxins of the plants will be strongest there, the further they go through the pipes the more they spread out

8. Stage 2: Floatables • Floatables- pieces of trash that escape from the protections caps on the drains during heavy rain fall. If using empty soda cans and filling them with a certain poison(lethal to humans and pets) to be released slowly and eventually dumped into the harbors and treatment plants tainting all of the existing freshwater. This could then be passed through to drinking fountains. • Grams of polonium can be put into various bottles and cans; once into the water system will taint the water.

Stage 2: Floatables (Cont.) • The second stage will take place in early Summer, sometime in June. • Now we start with the floatables these are filled with polonium, this in fact would harm the plant. The decaying poisonous plant is now letting out more poison then ever with the internal poison released. With those spread throughout the city in all drains and getting out to the harbor they should be releasing out the substance to spoil the water that treats the sewage. • The floatables will be spread out just like those of the water hemlock clippings, into water basins and bays

10. Stage 2: Floatables (Cont.) • The reasoning for polonium is that when the water is tested for cleanliness and clarity, this chemical passes through all testing. Meaning that it will be sent out to communities across NYC, this will kill and worsen people sickness from the plant and now poison. At this stage the city should be at some alert to be drinking bottled water as much as possible. • Only 6.8 picograms are needed to infect the whole body. That’s only 0.0000000000068 grams • At this moment in time clinics with bottled water, vaccines, National Guard Units and other aid groups should be throughout the city of New York.

Stage 2: Floatables (Cont.) • For the children and elderly that have a weaker immune system this will hit that community hard, more death will come from this percentile then anywhere else • People should be evacuating at this point in time, out of 8.5 million residing in NYC, about 5.66 million should be retreating to other areas of the United States • Just like any hurricane or tornado you will always have those with hard heads that think they will just ride it out, well this is where I will take care of them

Stage 3:Sewer & Drinking water mix up • Similar to the broad street pump case, the pumps will “somehow” spring leaks in areas of high population • To make this happen stage three will be put into high gear. I will compile a team, this team is consisted of those on CONPRO. This is for PT credit. The way we will execute this mission is by jack hammer and other devices for tearing up roads

13. Stage 3:Sewer & Drinking water mix up (Cont.) • By rules of NYC “Construction may occur between 7:00 am and 6:00 pm on weekdays. Alterations or repairs to existing one- or two-family, owner-occupied dwellings, or convents or rectories, may be performed on Saturdays and Sundays between 10:00 am and 4:00 pm if the dwelling is located more than 300 feet from a house of worship.

Stage 3:Sewer & Drinking water mix up (Cont.) • During those hours me and my team with bust as many pipes as we can for two weeks, startine demolition in areas that may have already been dug and or started. • Cross contamination is the biggest goal, I want for sewage and fresh water to be mixed up. With the lack of fresh water, residing residents will become severely ill. The polonium is already existing in the fresh water systems and sewage is now seeping into the main water ways

When to strike • “Since the early 1990s, DEP’s Long-Term Watershed Protection Program has been closely aligned with a series of conditional filtration waivers typically issued every five years by the US Environmental Protection Agency and/or the New York State Department of Health pursuant to the Safe Drinking Water Act of 1986 and its subsequent amendments. DEP’s current Filtration Avoidance Determination covers the ten-year period 2007-2017.” • We will begin the cycle when the filtration system will be reaching expiration of five years; at the four year mark.

17. Supplies • Clearly the things needed are not the easiest to get • Water Hemlock can be picked up from roadside creeks, bogs, lake and many other water areas; as long as you know what you’re looking for • Polonium: only 100 grams are made per year, with the ingest rate to kill or sicken man. 100 grams will take care of 14,705,852,352,941 people. That’s enough to kill the whole world 2100 times! So I will not be needing that much…or will I

18. Funding • Funding will be taken care of by small bank jobs, raiding of plant stores and chemistry labs. As well as the NYCDOT for equipment, road blocks and barriers • Clean water supply for my team during construction will be retrieved from local stores when chaos strikes within the city

19. Why this act of terrorism? • This unlike many others will only do part time harm, the main objective was to have NYC fully evacuated. Although only about 84 percent of Americans leave during storms, trust me, my team and I are coming in like one • I choose this method so those that become ill know that next time; I could just end their life.
