  2. Cooperative Effort To Benefit The Commonwealth • KYTC needed work crews • DOC needed work for inmates • Program initiated spring 2006 • MOA between KYTC and DOC • Win-Win Situation

  3. DOC Provisions • Inmate work crews (5 -10 inmates/crew) • Correctional Officer to supervise work crew • Lunch and drinks for crew members • Means of communication • Medical care for crew members

  4. KYTC Provisions • Work experience program • Per diem reimbursement for inmate meals • Reimbursement of Correctional Officer’s salary and benefits • Transportation • All tools, equipment, and supplies • Safety equipment and PPE • Safety training for inmates and Officer • Training for KYTC staff

  5. Current Inmate Work Crews • State Prisons • 10 of 13 institutions • 17 inmate work crews • Private Prisons (CCA) • 1 of 3 institutions • 2 inmate work crews • Local County Jails • 21 of 75 county/regional jails • 22 crews

  6. Work Activities • Trash pickup along roadways • Tree trimming and brush removal • Weed-eating and grass trimming • Guardrail repair • Building maintenance repair • KYTC landscape and grounds maintenance • Equipment maintenance • Sight distance clearing • Maintenance of roadway drainage systems

  7. Crew Rate/Day = $184.87 260 work days/year Annual crew cost = $48, 066.20 Crew Rate/Day = $1800.00 260 work days/year Annual crew cost = $468,000.00 DOC Crew vs. Contractor Crew

  8. Annual Labor Savings • $ savings /work crew = $419,933.80 • Grand Total Annual $ Labor Savings (41 DOC crews vs. 41 contractor crews) $17,217,286
