The politics of local government • Pre 1994: Separate local governments; a-political within apartheid context; civics controlled by UDF; focus on technical aspects • 1994-2000: Transition to new order; local government as a sphere; decline of civics • After 2000: Big municipalities, new political elites, patronage, become a trophy, ward committees; service delivery more complex (Atkonson, 2009)
