Commissioning eye care services • The sight test will be commissioned by the NHSCB • Local enhanced services will transition from PCTs to CCGs or possibly NHSCB LAT • CCGs will be commissioning eye care services • From NHS trusts • From other providers • From optometrists and GPs with special interests • AQPs • QIPP implementation • Diabetic retinopathy screening services will come under the public health LAT Team to National standards

The LEN’s responsibilities will be to effectively engage and support our CCGs so that any pathway redesign work is reflected in their Joint Strategic Needs Assessments (JSNAs) and contributes towards the CCGs achieving their national and local objectives. • Pathway redesign work is time consuming and complex. The redesign work is across primary, secondary and community care with impacts on social care and voluntary organisations. The co-ordination work required to implement and maintain care pathways is considerable. We will need to agree with CCGs the level of support required for this work

Key functions • providing regional clinical leadership for domains 1-3 of the NHS Outcomes Framework; • supporting the regional and area teams to provide clinical input to direct commissioning and CCG oversight; • supporting the Medical Director to undertake the statutory Responsible Officer (RO) role in the Region (inc. c8,000 GPs) and for medical staff employed by the regional team; • providing professional and clinical leadership including: • - across the LAT medical director • network; • - establishing, developing and • managing clinical senates and • clinical networks; • - providing and quality assuring • clinical advice; and • - addressing professional • performance issues (responding • to service failure, complaints, • untoward incidents and poor • performance in primary care). • The LEN in collaboration with LAT will be able to provide support and strategic input into the CCG QIPP agenda through the workstreams • Quality of clinical advice to CCGs and LATs will be assured as part of the regional medical director’s responsibilities [see left]
