ANF 및 한러 동반성장 Venture Capital 과 Private Equity Industry 는 Fund Raising, Investment, Adding Value, and Exit 이라는 순환구조를 갖고 있습니다. 이러한 순환구조의 틀 속에서, Venture Capital 과 Private Equity 산업이 갖는 가장 중요한 역할은 VC Investment 혹은 PE Investment 와 Emerging Industry 발전 사이의 선순환구조 (즉, Virtuous circle) 를 만드는 것 입니다. 특히 21세기 새로운 화두인 녹색성장산업과 그 흐름을 같이 하는 나노융합 분야에서는 이러한 선순환구조 (즉, Virtuous circle) 의 필요성은 매우 크다고 생각되며, 이를 위해서는 다음과 같은 선결 과제가 있습니다. 첫째, 기업발전의 각 단계에 투자하는 적절한 형태의 Investment Fund 가 존재할 것, 둘째, 충분한 자격을 갖춘 경영자와 이들을 위한 동기부여 시스템이 존재할 것, 셋째, 투자자 입장에서 매우 매력적인 투자기회가 존재 할 것, 넷째, 안정적이고 활성화된 주식시장이 존재할 것, 다섯째, 정부의 안정적이고 체계적인 지원 시스템이 존재 할 것 등 입니다.

  4. 이러한 면에서 볼 때, 한국 지식경제부의 산하기관인 KIAT와 러시아의 RUSNANO 가 주요 출자자로 참여하는 Asia Nanotechnology Fund (ANF) 는 그 의미와 역할이 매우 크다고 볼 수 있습니다. 한국은 IT, BT, CT 등 모든 산업분야의 다양한 Infra 를 보유하고 있으며, 이를 바탕으로 세계 4위권의 나노융합분야 상용화 기술을 갖고 있습니다. 또한 안정적이고 활성화 된 주식시장과, 기업의 성장과정별로 특화된 Investment Fund 를 바탕으로, 다양한 형태의 Venture 기업과 Global 기업이 균형있게 성장하고 있습니다. 또한 한국정부는 2015년까지 나노융합 3대 강국의 진입을 목표로 하는 나노융합산업 발전전략을 발표하는 등 나노융합분야에 대한 높은 관심을 갖고 있습니다. 금번에 출범하는 Asia Nanotechnology Fund (ANF)는, 앞서 말씀 드린 한국의 다양한 Infra 와 기초과학기술분야에서 세계적 수준에 있는 러시아의 나노원천기술을 융화 시킴으로써, 한국과 러시아 양국에서, 나노융합분야에서의 투자와 산업발전의 선순환구조 (즉, Virtuous circle)를 제공하여, 향후 한국과 러시아 양국에서 나노융합분야 산업발전을 주도하게 될 것으로 믿습니다.

  5. 그러면 지금부터 펀드에 대한 설명을 드리겠습니다. 펀드의 명칭은 Asia Nanotechnology Fund (ANF)입니다. 펀드의 크기는 100 mill USD이며, 향후 증액에 대한 검토를 할 예정입니다. 주요출자자는 RUSNANO와 KIAT 그리고 한국의 대기업 등 전략적투자자와 연기금 등 재무적투자자로 이루어질 계획입니다. 주요 투자분야는 나노기술과 BT, IT, CT 등이 결합한 나노융합분야 입니다. 펀드의 존속기간은 8년이며, 기타 세부적인 Terms & Conditions 은 출자자 구성이 완료되는 시점에서 출자자와의 협의를 통하여 확정할 예정입니다.   9. 한국은 IT, BT, CT 등 전 산업에 걸쳐 다양한 성장동력을 갖추고 있으며, 이를 바탕으로 나노기반기술 및에응용분야에서 미국, 일본, 독일에 이어서 4위를 기록하고 있습니다. 또한 한국정부는 2001년 나노기술 종합 발전계획을 발표하는 것을 필두로 하여, 2002년 나노기술개발촉진법을 제정하고, 2015년까지의 나노융합산업 발전전략을 발표하였으며, 나노융합산업협력기구를 발족하여 나노융합산업에 대한 정부차원의 적극적인 지원을 수행하고 있습니다. 이러한 산업 인프라와 정부의 정책적 지원은 Asia Nanotechnology Fund (ANF)와의 연계를 통하여, 나노산업의 선순환구조 창출에 기여할 것으로 기대 됩니다.

  11. 러시아는 정부주도로 우주산업 및 방위산업관련 나노기술 개발을 꾸준히 해 왔으며 미세구조분야에서는 세계 최고의 자리에 있는 것으로 평가 되고 있습니다. 또한 2007년 러시아 정부는 나노기술을 주요 육성산업으로 정하고, USD 5bil.을 투자하여 Russian Corporation of Nanotechnologies(RusNano)를 설립하였으며, RusNano를 통하여 향후 2015년 까지 USD 107억 을 투자 하는 등 나노산업에 대한 국가적 지원을 수행하고 있습니다. 특히, RusNano는 이번에 Asia Nanotechnology Fund (ANF)에 주요 출자자로 참여하여, 나노융합산업의 핵심인 국가간/산업간 협조체제를 통한 시너지 창출에 많은 기여를 할 것으로 기대되고, 향후 이러한 펀드투자의 활성화는 러시아 나노융합산업에 대한 선순환구조를 창출하는 결정적 요인이 될 것으로 기대됩니다.

To establish Rusnano (Russian Corporation of nanotechnologies) in April of 2007. • Established GCN(Government Council for Nanotechnology) in June, 2007 : Advisory to National Nanotechnology Research and Development. • Established a NANOCERTIFICA a certification for industrial nanotechnology in Oct of 2008.
