  1. 5thEIHC 2014 Industry View on e-Navigation - where do the HO’s fit in ? Michael Bergmann, MBA AFRIN AFNI President CIRM IHO Observer for RTCA Director Maritime Industry, Jeppesen

  2. When did you last use… 2

  3. What to do? “We should try to be the parents of our future rather than the offspring of our past” Miguel de Unamuno (1864-1936) Spanish essayist, novelist, poet, playwright, and philosopher What does this say for Hydrography? 3

  4. Traditional view on Information in the Analog Paradigm Information and Data are one and the same Information and Data cannot be transferred independently Information can be disseminated – but only in the form of a data carrying product!

  5. The Product Paradigm in the Electronic Era • ENC: Pre composed Charts as End-User Products • ECDIS: The Electronic “Chart Table” • Overlays:Not “disturbing” the Product

  6. Data streams versus End-user Products: The concept of Data Integration 6

  7. Example: Data Integration test beds: Dynamic tides added to charts Data Clearing House

  8. Example: HO Data + Other Data: Expanding the data user base Data Clearing House

  9. Example: Regional “clusters” in e-Navigation

  10. Thinking “outside the box”

  11. Additional market of growing importance HO official electronic products mainly focus on SOLAS market - Other markets are starting to look for new products - based on high quality HO data: • Fishing fleet • Non-SOLAS commercial fleet • Recreational boaters 11

  12. Data accessibility is paramount • Industry can only build solutions if data is accessible • Fair conditions for data access are accepted (i.e. Level Playing Field) • Access conditions should be conceptually harmonized • Data access restrictions or exclusive use of non-classified data is counter productive • WEND Principles support equal access to data (e.g. PRO 7) • ICAO has mandated data access from CAAs • Civil Aviation Authorities to provide data to all civil aviation stakeholders if requested • The Maritime Safety Information (MSI) “open access” policies (e.g. INSPIRE…) is requesting accessibility of MSI data layers.

  13. Example: ENC cells currently not available through RENC distribution

  14. ENC Coverage Analysis – Gaps • Note: • Although the ENC gap is proportionally small, its correlation and impact on available cells is rather large

  15. Data shouldn’t be an issue! • ENCs and other HO data should fully comply with data standards • Access to coverage shouldn’t be an issue following US contribution to PRO 7: While great progress has been made in achieving adequate coverage of ENCs, proactively eliminating gaps and overlaps between Member States and through RHC collaboration, it is appropriate to look now at the current accessibility and distribution of ENCs. • Confusion of mariners, ship owners and masters on ENC availability versus accessibility should be eliminated

  16. Recommended next steps: An Industry Vision for the Future To support future development: • Improve accessability to unclassified HO data • Define standardized IHO data streams • Enable hydro data to be melded with non-IHO data(for example under control of the HOs through IMO/IHO Harmonization Group on Data Modelling) • Develop and support a frameworks of sharing HO data streams

  17. Conclusion 17 17

  18. Conclusion • Migrate from product to data focus • Permit data access for relevant stakeholders • Enable and allow data integration 18 18
