Definitions • Emergency Services Query Key (ESQK) The ESQK identifies a call instance at a VPC, and is associated with a particular selective router (SR) / Emergency Services Network (ESN) combination. The ESQK is delivered to the E9-1-1 SR and as the calling number/Automatic Number Identification (ANI) for the call to the PSAP. The ESQK is used by the SR as the key to the Selective Routing data associated with the call. The ESQK is delivered by the SR to the PSAP as the calling number/ANI for the call, and is subsequently used by the PSAP to request ALI information for the call. The ALI database includes the ESQK in location requests sent to the VoIP Positioning Center (VPC). The ESQK is used by the VPC as a key to look up the location object and other call information associated with an emergency call instance. The ESQK is expected to be a ten-digit North American Numbering Plan Number. • Emergency Services Routing Key (ESRK) Either a 10-digit North American Numbering plan or non-NANPA number that uniquely identifies a wireless emergency call, is used to route the call through the network, and used to retrieve the associated Automatic Location Identification (ALI) data. These numbers can be dialable or non-dialable. Although less common, Emergency Service Routing Digits (ESRD) is another term used to identify wireless pANI numbers to a PSAP. • While an ESQK and ESRK are used by different technologies in routing emergency traffic to a PSAP they both are a ten-digit number in the standard form of NPA-NXX-XXXX and the operational aspects of their use is inherently similar. The most significant difference is in the manner of how the numbers are allocated to a 911call (before offering the call to the selective router) and the class of service and content displayed at the PSAP during the call. Therefore, the processes developed as part of the from the Permanent pANI Guidelines will not have any “lessons learned” from interim administration, • Wireless and other carriers apparently are continuing to assign pANIs for use as ESRKs from their respective pool of dialable resources in those areas where access to non-dialable numbers (usually provided by ILECs) are not administered, • The assignment of these dialable resources carries with it a high probability that the carriers will not quickly or inexpensively migrate from dialable resources to non-dialable pANI numbers when they become available. Transitioning to different numbering resources causes rework costs and 911 call interruption risks for their subscribers. NANC
