Good Morning, My presentation today will cover the major infrastructure projects funded under Royalties for Regions program as part of the Pilbara Revitalisation Plan and several others that were prior government commitments that have received royalties for regions funding.

2. A $300 million commitment by the State Government to projects in the Pilbara delivered through the Royalties for Regions program under six policy objectives:
building capacity in regional communities
retaining benefits in regional communities
improving services to regional communities
attaining sustainability
expanding opportunity
growing prosperity.
In May 2009 the State Government announced through the State Budget its commitment to provide $300 million through the Royalties for Regions program to modernise and transform Pilbara communities over the next four years.
The Pilbara Revitalisation Plan was established to deliver this commitment and funding is provided under the six key policy objectives for Royalties to Regions:
building capacity in regional communities
retaining benefits in regional communities
improving services to regional communities
attaining sustainability
expanding opportunity
growing prosperity.
In May 2009 the State Government announced through the State Budget its commitment to provide $300 million through the Royalties for Regions program to modernise and transform Pilbara communities over the next four years.

4. Government through State Cabinet approved a Governance Structure for the Pilbara Revitalisation Plan on 29 June 2009.
In Phase One a Working Group and Committee have been formed:
Pilbara Local Government Project Group whose purpose is to maximise resources sharing and capacity building opportunities across the various Community Development projects being undertaken in each of the Local Shires funded through Royalties for Regions. The Project Group consists of:
Department of Regional Development and Lands (Chair); Pilbara Development Commission; Pilbara Regional Council ; Shire of Ashburton ;Shire of East Pilbara ;Shire of Roebourne; Town of Port Hedland
Pilbara Underground Power Steering Committee (PUPSC) whose purpose is to ensure transparency, accountability, effectiveness and efficiency in the delivery of the Pilbara Underground Power Project. The Committee consists of:
Department of Regional Development and Lands (Chair); Pilbara Development Commission; Office of Energy; Horizon Power; Shire of Ashburton; Shire of Roebourne; Town of Port Hedland
The Health and Water initiatives at this stage do not require any working groups. The Governance structure only lists the stakeholders involved in the projects.
In Phase Two a Strategic Directions Group is to be developed and led by the Pilbara Development Commission in conjunction with the Department of Regional Development and Lands. This Group will develop and submit future proposals for consideration by the Pilbara Revitalisation Plan Steering Committee. Potential Stakeholders include:

The Pilbara Revitalisation Plan Steering Committee is responsible for overseeing the progression of all current Phase One Committees/Working Groups and projects. It also is responsible for assessing proposals put forward from the Strategic Directions Group in Phase Two. This Committee consists of:
Department of Regional Development and Lands (Chair); Pilbara Development Commission; LandCorp; Department of State Development; Department of Health; Department of Planning; Department of Housing and Works; Department of Culture and the Arts; Office of Native Title
The Pilbara Revitalisation Plan Steering Committee reports to a Ministerial Committee.
The Pilbara Revitalisation Plan Ministerial Committee is the decision making body which will decide which of the future recommended proposals submitted to it from the Pilbara Revitalisation Plan Steering Committee is taken to the Economic and Expenditure Review Council and/or State Cabinet for approval. The Council consists of:

5. Pilbara Revitalisation Plan – Phase One Health Initiatives
$2.5 million has been provided for immediately improving clinical and medical imaging equipment across all Pilbara Hospitals
$38.244 million has been provided for the Pilbara Health Partnership, a joint arrangement between WA Country Health Service ($32.964 million state contribution) and industry through the Pilbara Industry’s Community Council ($5.28 million industry contribution)
There have been two major Health Initiatives approved in Phase One of the Pilbara Revitalisation Plan.
The first is $2.5 million for immediately improving clinical and medical imaging equipment across all Pilbara Hospitals, including:
Acute monitoring systems
ECG monitors
Bladder scanner
Ultrasound for Tom Price
Digital general Xray room Nickol Bay

The Pilbara Health Partnership is a joint arrangement of the Western Australian Country Health Service with industry through the Pilbara Industry’s Community Council (PICC). PICC has committed a further $5.28 million, bringing a total of $38.244 million towards the delivery of a range of health improvement services across the Pilbara.
Emergency Transport: To strengthen volunteer ambulance service in Karratha (including the Burrup Peninsula), Newman and Port Hedland through employment of rural paramedics to support and increase volunteer ambulance service capacity, currently at a critical level with high response times.
Aboriginal Liaison Offers: To improve the management and coordination of emergency and after care for Aboriginal patients presenting at Emergency Departments (EDs) in Newman and Port Hedland Hospitals through the provision of Aboriginal Liaison Officers.
ED Medical Equipment and Tele-health initiative: To provide electronic networking of Vital Signs Monitors to a central monitoring point at Tom Price, Newman and Port Hedland, Nickol Bay and Onslow Hospitals.
Emergency Management Education & Training Program Employment: To ensure staff develop and maintain emergency management skills to enable effective responses to major incidents or disasters through contemporary education and training programs.
Medical Specialists: To provide medical specialist services which are currently unavailable in Karratha through employment of an emergency, surgical and paediatric specialist in the West Pilbara. A visiting Ear Nose and Throat (ENT) specialist service will be provided to Tom Price once a month.
Nurse Practitioner: To provide an alternative model of primary care to mitigate the rural doctor workforce shortage particularly in the ED through the employment of a nurse practitioner and Newman Hospital.
Indigenous training and employment: To provide scholarships, training and employment opportunities for Indigenous people in the Pilbara across a variety of roles in the health system including receptionists, cleaners, health workers, nursing aids and other health roles.
Karratha Helipad: To provide safe and efficient emergency evacuations for off shore and on shore industry through an all weather 24 hour Helipad, ongoing maintenance and remote controlled lighting at Nickol Bay Hospital Karratha which is Civil Aviation Safety Authority compliant.
CT Scanner services at Nickol Bay Hospital, Karratha: To decrease numbers of people having to be referred or transported to other centres or metropolitan area for diagnostic scanning through the purchase and housing of a Computer Tomography Scanner at Nickol Bay Hospital and associated ongoing staff training.
Sexual and Family Health Workers: To promote sexual health, address illicit drug use and influence health behaviours associated with the transmission of sexually transmitted infections and blood borne viruses. To enhance women’s and children’s health services in Tom Price.
Small Hospital Planning and Revitalisation: To achieve a health facility and service plan for Tom Price and Newman that has strong community input and has the capacity to match the health needs of the population. To provide urgent remedial works in Newman Hospital and three housing units for staff accommodation. $35 million of Royalties for Regions funding has been approved towards Stage One of the project. The Pilbara Underground Power Project looks to deliver underground power to the coastal towns of South Hedland, Roebourne, Karratha, and Onslow in an area commonly known as “Cyclone Alley”. Port Hedland and Port Samson have already been completed.
The project will assist in ensuring energy security to the region and will upgrade or replace aging Horizon Power infrastructure.

Funding has been provided on the basis of 75% project cost funded by Government and 25% project cost to be funded by Local Government and private sector.

8. Water Initiatives
Pilbara water resources will play an important role in the region’s future economic diversification.
Government completed a Prefeasibility Study in May 2009 investigating water supply options and opportunities.
$2.5 million under the Royalties for Regions Pilbara Revitalisation Plan Phase One has been allocated to test some of these opportunities.
Pilbara Revitalisation Plan – Phase One Pilbara water resources will play an important role in the region’s future economic diversification.
Therefore, Government undertook and completed a Prefeasibility Study in May 2009 investigation water supply options and opportunities.

Town Of Port Hedland – Hedland’s Future Today Pilbara Revitalisation Plan – Phase One The four Pilbara local governments have been allocated Royalties for Regions funding under Phase One of the Pilbara Revitalisation Plan combined with funding from other partners to commence various projects that will assist in creating sustainable and vibrant regional communities.
The funding will allow the implementation of core projects identified in each of the Local Government Authorities Community Development Plans such as Karratha 2020 Vision; Newman Tomorrow; Hedland’s Future Today; Shire of Ashburton Strategic Plan; and the Pilbara Area Consultative Committee’s Pilbara Plan.

12. Pilbara Revitalisation Plan – Phase Two Strategic Direction - Future Initiatives
The Pilbara Development Commission will lead development of Phase Two.
Will be dedicated to support initiatives to be developed between the various community, industry, state and federal agencies and indigenous groups.
Intended to support new measures arising from future regional studies and regional planning. These may include opportunities for industry diversification, indigenous participation, cultural enhancement and infrastructure development.
Phase Two of the Pilbara Revitalisation Plan looks towards the future strategic direction for the Pilbara. This Phase will be led by the Pilbara Development Commission and Stephen Webster will provide further details in his presentation today.

13. Royalties for Regions – Other Pilbara Initiatives Outside of the Pilbara Revitalisation Plan
$23.3 million has been allocated to LandCorp for the South Hedland Town Revitalisation project over two stages.
Royalties for Regions is funding a $23.3 million redevelopment plan for the South Hedland town centre. This money is in addition to the $300 million Pilbara Revitalisation plan.
The Town Centre Plan involves two stages and includes a new main street, new roads, upgrading existing roads and land parcels for up to 600 townhouses and apartments and additional commercial and retail space.
The works will improve the area’s public spaces and the general amenity of the town and link in with the new Hospital when completed.Royalties for Regions is funding a $23.3 million redevelopment plan for the South Hedland town centre.
