Phase IV Focus • Continue to pursue Vehicle Efficiency Improvement Act. • Maintain momentum by reintroducing enabling legislation. • Refine 2004 bill to incorporate Stakeholder design elements. • Evaluate VMT reduction options. • “Behavioral” solutions, that attempt to influence vehicle usage. • Included in GHG Action Plan, but further activity in earlier phases has generally been deferred as technology solutions were pursued (transit oriented development activities are an exception). • Explore joint effort with other New England states. First TLU Work Group Meeting • VEIA discussed only in passing -- no specific Phase IV activity undertaken to date. • List of VMT reduction options developed and discussed. • Three VMT options recommended for further study. • Two others (transit expansion and smart growth) elevated to “promotional status” in that no leading activity was suggested, but Stakeholder support for non-Process activities could add weight to projects in these areas. • Biodiesel promotion also suggested. Options Recommended for Study • Parking Cash Out. • Evaluate benefits of 2004 RI legislation (employers of 50+ that subsidize parking and are within 0.25 miles of transit must offer a transit pass). • Develop set of legislative improvements (e.g., enforcement requirement). • Pay-as-You-Drive (PAYD) Insurance. • Examine current pilot programs and potential program designs. • Evaluate industry interest and potential barriers to implementation. Options Recommended - Continued • Regional Gas Tax. • Attractive as tax rewards both efficiency and VMT reduction. • Potentially large benefits (for large tax). • Likelihood and benefits of isolated RI tax increase small. Explore potentially more viable regional approach. • Evaluate potential benefits for various tax levels. Page 8

Work Done Since TLU Meeting • Data supporting RI Parking Cash Out bill researched. • No RI-specific data used, data from California used as proxy. • Tax law still biased toward parking subsidy -- revisions would strengthen cash out option benefits. • Rough benefits of gas tax increase estimated at 5-45 percent reduction in gasoline demand for taxes that increase by $0.25-$3.00 per gallon (over 20 years). Work Done Since TLU - Continued • PAYD Insurance. • Several pilot programs identified. • Additional research on findings underway. • Preliminary investigation of regional legislative barriers conducted (prohibited in MA, no obvious prohibition in RI or CT). • At least two insurance companies (Progressive and GMAC) currently offering PAYD on a limited trial basis. Should additional options be explored? • Any concerns or suggestions related to evaluation of regional implementation? • Preliminary input on either VEIA or transportation biodiesel? • Suggestions will be folded into ongoing work for January TLU Work Group meeting.
