What is LOGCAP The Logistics Civil Augmentation Program (LOGCAP) is an initiative by the United States Army to pre-plan during peacetime for the use of civilian contractors to perform selected services in wartime and other contingencies to augment US forces in support of Department of Defense (DoD) missions. • LOGCAP’s primary focus is to provide support and improve the operational strength of US Army forces. • LOGCAP can also provide support to other US military services, coalition and/or multinational forces, and other government/non-government agency components in support of joint, combined, coalition and multinational operations. This includes operations other than war, such as peacekeeping or humanitarian assistance missions.
Why LOGCAP • Substantial reduction in military force structure, during the Post-Vietnam Era, pressured the US Military to outsource CS/CSS for wartime and other contingency use. • Allows the US Army to surge CS/CSS requirements and then turn off when not needed - maximizes resources.

LOGCAP IV • Planning and Program Support contractor • SERCO Incorporated – awarded on 16 Feb 07 • Base year with four one-year options • Performance Contractors • Multiple-award ID/IQ – awarded 17 Apr 08 • DynCorp International LLC • Fluor Intercontinental Inc. • Kellogg, Brown and Root (KBR) Services • Base year with nine one-year options • Maximum value of up to $5 Billion per year • Provides for competition at the task order level • Current task orders, future requirements to be competed
LOGCAP IV Performance Contracts (DynCorp, FLUOR, KBR) • Three Contracts Awarded • Staff A Full Time Program Management Office • Provide Input To The World-Wide Management, Staffing Plan and COCOM/ASCC Plans As Required • Participate in COCOM/ASCC Exercises As Required • Respond To Contingency Requirements With Performance And Cost Proposals For Competitive Award Of Task Orders • Deploy Advance Teams To Contingency Locations Within 72 Hours Following Task Order Award Or Written Notice To Proceed.
