11. Community Based Organisations often lack capacity to secure funding.
Inadequate systems for monitoring, evaluating, reporting and managing programmes or funds.
Rely on volunteer support and lack organisational structure or infrastructure to develop and meet the increasing demands on services.
Government and foreign donors often prefer providing financial aid to larger NGOs with bigger infrastructure and sustainable income streams.
Rapid mushrooming of new programmes.
Lack of coordination within the sector.
Duplicating neighbouring services and competing for limited resources.
Lack of collective action and limited working together in a strategic or organised manner.

Elected annually at the AGM from the following sectors:
6 nominated by each of the regional forums - Metro, West Coast, Overberg, Cape Winelands (including Paarl and Stellenbosch), Eden and Central Karoo
1 rep nominated by the CBCC
1 rep nominated by the CHAiN Advisory Committee
2 – 3 reps nominated for their expert knowledge and the contribution they are making in the fight against HIV/AIDS, as well as the value they add to WC-NACOSA.
