Accelerated Construction Technology Transfer Andy Wilson, FHWA Lisa Biggs, Iowa DOT April 12, 2006
What is ACTT? ACTT is a strategic process, which uses various technologies and techniques to reduce construction time while enhancing safety and quality. (Faster, Safer, Better)
Why ACTT? • Vital Few • Safety • Environment • Congestion • Builds momentum for change • High performance materials • Utilization of new technologies • Address customer needs
Overview of the Public’s Priorities • The public is unhappy with the (repetitive) pain of construction, repair, and maintenance • “Get in, get out, stay out”.
Quality • ACTT allows for innovation • Speeding up does not mean ‘cutting corners’ • Yes, there is a simple cure for poor quality… Do it right the first time, every time!
ACTT History • TRB Special Report 249 (1996) • TRB Task Force A5T60 “Accelerating Innovation in Transportation” (1999) • Workshops sponsored by AASHTO TIG & FHWA (2002-2005)
Indiana • Total closure • 175,000 ADT • 33 bridge decks • 35 lane miles • Contract time 85 days • Completed 30 days early • Public BUY-IN and SATISFACTION
ACTT Workshops: Held an ACTT workshop Scheduled an ACTT workshop Considering an ACTT workshop
Candidate Projects • Major reconstruction/rehabilitation • Well-defined purpose and need • Project development underway • Urgent need to accelerate construction • Flexible project limits • Open-minded project team
Construction Geotechnical & Materials Innovative Contracting Innovative Financing Pavement/Maintenance Environmental Structures Public Relations Roadway Design/Geometrics Traffic/Safety/ITS RW/Utilities/RR Worker Health and Safety ACTT Skill Sets
Workshop Process • Identify candidate corridor • Notify ACMT • Conduct pre-workshop • Announce workshop to national experts • Plan and coordinate the workshop • Conduct workshop • Prepare report • Follow through with recommendations
Future Workshops • State Agency = Prime Sponsor • Federal-aid eligible • FHWA = Support • National Expert list • Workshop assistance • Final report editing and distribution
Standard Workshop • 3 days • Project specific • Up to 12 skill sets • 5-15 participants per skill set

Iowa DOT ACTT Workshops • Council Bluffs Interstate System (CBIS) Improvements Project • I-74 Iowa-Illinois Corridor Study
CBIS ACTT Workshop • August 16 – 18, 2005 • Workshop cost • National Experts • Meeting rooms and supplies • Welcome dinner, lunch and breaks • Approximately 100 participants
CBIS ACTT Skill Sets • Construction • Innovative Contracting • Structures • Traffic Engineering / Safety / ITS / Public Relations • Geotechnical / Materials / Accelerated Testing • Long Life Pavements / Maintenance • Utilities / ROW / RR Coordination • Roadway / Geometric Design
CBIS ACTT Workshop • Day 1 • Project overview • Tour • Day 2 • Skill set brainstorming (morning) • Intermingling (afternoon) • Presentation preparation • Day 3 • Skill Set presentations • Closing Remarks and Initial Feedback from DOT / FHWA
CBIS ACTT Workshop Skill Set Suggestions • Include a maintenance workshop as part of the design procedure • Consider early geotechnical investigation and load testing • Consider stadium lighting for the dual-divided section • Utilize on call maintenance to fix problems outside of the contractor’s responsibility • Designate utility corridors for crossing the interstate • Identify and acquire special properties early • Utilize performance based traffic management specifications
I-74 ACTT Workshop Skill Sets • Innovative Contracting / Innovative Financing • Geotechnical / Pavements / Maintenance • Utilities / ROW / RR Coordination • Traffic Engineering / Safety / ITS • Construction • Structures • Public Relations
I-74 ACTT Workshop Skill Set Suggestions • Consider a monthly project update breakfast with local officials/ downtown business community to keep them informed about project progress • Communicate with maintenance personnel during design and construction • Consider an automated brining system or heated deck for snow removal on the bridge • Utilize A + B bidding, warranties, no excuse bonuses, and constructability meetings • Incorporate a fiber-optic bridge attachment into the bridge design • Include ROW, Utility, and Railroad disciplines from Iowa and Illinois in the I-74 Project Management Team
Workshop Follow-up • Workshop Flyer • 1 page summary • Workshop Report • 80 – 100 page document • Includes • Project Information • Workshop Information • Skill Set Goals • Skill Set Results • Contact Information • Workshop Notes
Next Steps • Discuss Skill Set Suggestions • Determine which suggestions will be carried forward
