CACFP Omnibus Proposed Rule • Initial CACFP application to State agencies, with annual updates • Varied timing of unannounced reviews • Assist families in transmitting income information • Sponsor administrative funds • Carry over of administrative funds • Standard agreement between sponsors and sponsored centers and homes
Nutrition and Wellness Goals • Adds nutrition and wellness to program purpose: • “To provide aid to child and adult care institutions and family or group day care homes for the provision of nutritious foods that contribute to the wellness, healthy growth, and development of young children, and the health and wellness of older adults and chronically impaired disabled persons” • Review and update nutrition standards/ meal costs
At-Risk Afterschool Meals • At-risk afterschool meal reimbursement expanded to all States • Implementation guidance issued in December 2010 • Program handbook published in June 2011; will be updated annually • Best Practices study published in December 2011 • Q&As issued in February 2012
Miscellaneous Final Rule • Categorical eligibility for foster children • Simplification of area eligibility for day care homes • Social security numbers • Permanent agreements between State agencies and CACFP institutions
Child Nutrition Integrity Proposed Rule • Establish State liability for payments incurred as a result of a State’s failure to conduct a timely hearing • Establish criteria for imposing fines • Establish criteria for an increase in State audit funding • Establish procedures to prohibit the participation of entities or individuals terminated from any Child Nutrition Programs
Paperwork Reduction • Work with States and institutions to examine CACFP Paperwork and make recommendations for improvement • Develop action plan to identify proposals in HHFKA that will have immediate impact and opportunities for longer term change • Submit report to Congress on recommendations by Fall 2014
