Beginnings of Policy Framework for Distance Education First official policy issued in 1995 by the Commission on Higher Education (CHED). Focus: Administrative Matters
Requirements: • Level III accreditation • Program Coordinators/Heads with formal training in DE • Learning Centers in strategic places • Provide efficient communication facilities for easy access • Well prepared instructional materials
Net Effect of Initial Policy In 1995, many state universities and colleges and a few private universities have started offering some course in DE mode much earlier. These institutions resisted retroactive implementation of the policies.
1999: Technical Committee of Reviewers for the Delivery System for Open Learning and Distance Education Mandate: Comprehensive review of situation and formulate appropriate national policy for distance education.
First Committee Output CHED Memorandum Order No. 35 Issued on November 27, 2000 TITLE: Updated Policies and Guidelines on Open Learning and Distance Education
Features of CMO 35 Focus on: Qualifications of institutions to offer DE programs Appropriate components of DE programs: curriculum development, materials development, delivery strategies, student assessment, student support services, management/administration of DE programs Clearer role of CHED
Under CMO 35 Institutions already with DE programs required to satisfy policies under CMO 35 within three years. CMO 5, February 5, 2002 Imposed moratorium on new DE programs.
Interim Work for Technical Committee Years 2001-2004 Technical Committee monitored all institutions that were offering DE programs, nationwide.
New Policies and Guidelines In 2005, new policies issued by CHED: CMO 27. Policies and Guidelines on Distance Education Note: Open Learning excluded
